    International audience; Electric or hybrid vehicles are very silent, which represents a major advantage for the reduction of noise annoyance in urban areas. But this makes them dangerous for pedestrians, especially vulnerable ones as visually-impaired people. Current solutions consist in using warning sound so that the exterior noise of an electric vehicle is as high as for a conventional one. This may cancel the benefit of electric vehicles for the reduction of sound annoyance. The eVADER project (funded by the European Commission) aims at proposing a prototype car which combines a high safety and a low noise level. A part of the the work program consisted in perceptual studies. The goal of these studies was to evaluate the influence of various timbre parameters on the detectability and the unpleasantness of a warning sound. Results show that it is possible to make an electric vehicle easily detected while keeping its sound level much lower than the one of a conventional car.

    International audience; La « Route de la Soie » est une des principales notions employées pour décrire l’insertion des pays de l’Asie centrale dans l’espace mondialisé. Véhiculant un imaginaire positif des échanges, aussi bien économiques que culturels, elle est également mobilisée par la plupart des puissances mondiales et régionales qui investissent le champ géopolitique centrasiatique depuis la disparition de l’URSS. Depuis 2013, la Chine en a même fait un des fondements théoriques de sa politique étrangère. À partir du cas centrasiatique et d’une approche géographique, cet article analyse les effets de la mise en œuvre de la Belt and Road Initiative (BRI) sur les échanges eurasiatiques. Il établit que, pour la première fois dans l’histoire récente, les corridors de transport continentaux voient transiter entre la Chine et l’Europe un trafic de marchandises significatif, quoique toujours très modeste par rapport à la voie maritime. Cette circulation nouvelle concourt à redessiner l’architecture des axes de transport et, dans une certaine mesure, à transformer les structures de l’espace eurasiatique.

    Les activités de pêche en milieu marin où elles doivent cohabiter avec l’exploitation de ressources pétrolières et minérales sous-marines sont aujourd’hui une réalité. Tout comme les conflits qui émergent à cet égard. Les diamants en Namibie, l’étain en Indonésie, les phosphates en Nouvelle-Guinée ou les hydrocarbures en Irlande Terre-Neuve ou Malouines sont quelques exemples d’interférence entre la pêche et l’extraction de ces ressources non vivantes des fonds marins. Ces conflits augmenteront à mesure que des progrès technologiques seront réalisés permettant le développement de ces opérations industrielles, ce qui sera favorisé par une demande accrue des consommateurs et par la raréfaction de certains minéraux, ainsi que par une diminution de la réserve d’hydrocarbures sur terre. Dans notre communication, nous essayons de présenter, premièrement, cette nouvelle réalité qui résulte de la convergence de différentes activités humaines dans certains espaces maritimes. Et, ensuite nous examinons les tensions générées par cette concomitance d’activités et son écho en droit international et en droit de l’UE. Fishing activities in the marine environment where they must cohabit with the exploitation of oil and mineral underwater resources are now a reality. Just like the conflicts that emerge in this regard. Diamonds in Namibia, tin in Indonesia, phosphates in New Guinea or hydrocarbons in Ireland or Falkland Islands are some examples of interference between fishing and the extraction of these non-living resources from the seabed. These conflicts will increase as technological progress is made to develop these industrial operations, which will be facilitated by increased consumer demand and the scarcity of certain minerals, as well as a reduction in the oil and gas reserve on land. In our paper, we try to present, first, this new reality that results from the convergence of different human activities in certain maritime areas. And then we examine the tensions generated by this concomitance of activities and its echo in international law and in EU law.

    International audience; The dynamical properties of so-called spatial and complex networks are often overlooked in graph theory and network science in general. Container shipping provides a rare example of a global transport network that went through tremendous technological and geographic changes in the last decades or so. This chapter proposes for the first time an empirical analysis of no less than 40 years of inter-port vessel movement data (1977-2016) to describe the evolving properties of the global container shipping network. Main results confirm a number of stylized facts such as the growing size, connectivity, and centralization of this network due to several factors such as economies of scale in liner shipping and the rationalization of related maritime services, the emergence of hub ports, etc. We also provide a new cartography of how had the global container shipping network been geographically distributed over time, thereby highlighting major shifts in terms of port hierarchies and main corridors. We believe that this chapter will contribute to a better understanding of the complex linkages between network structure, technological change, and spatial change, opening the way for new research paths on maritime transport research and network science in general when focusing on evolutionary dynamics.

    CIT 2016, XII Conference on Transport Engineering, Valence, Espagne, 07-/06/2016 - 09/06/2016; Within the framework of the 'City-HUB' FP7 European research project 27 interchanges were studied in nine European countries. It investigated how transport interchanges work from the point of view of governance and the organization of facilities. On this basis a typology of interchanges has been defined for classifying the interchanges and selecting the key elements for improving the interchanges location, construction, and organization of an interchange.The paper focus on the implementation of the City-HUB interchange typology to the case study of Lille European Metropolis (MEL) where two contingent railways stations Lille Flandres and Lille Europe were analysed as a potential unique interchange. Indeed, the article is related to the creation of a joint interchanges able to attract more public transport users than private users such as it is now the case. These two main railways interchanges have different territorial and transport functions (i.e. one is oriented to regional traffic and the other one to national and international traffic). Urban planners and transport authorities would like to connect both stations creating a unique interchange. A key point of the Lille's City-HUB analysis is related to the involvement of the stakeholders. Their involvement is at the origin of the interactions between City-HUB and its socio-economic and urban context. We demonstrate that combining transport and land use planning policies could boost commercial development, new business offices or housing. The urban City-Hub overcomes its role of transport infrastructure for being a 'place'.; Dans le cadre du projet de recherche européen FP7 «City-HUB », 27 pôles d'échanges ont été étudiés dans neuf pays européens. Il a été étudié comment ils fonctionnent du point de vue de la gouvernance et de l'organisation des installations. Sur cette base, une typologie des pôles d'échanges a été définie pour les classer ainsi qu'une sélection des éléments clés pour améliorer l'emplacement des pôles d'échange, leur construction et leur organisation. L'article met l'accent sur la mise en oeuvre des pôles d'échanges de City-HUB avec une application à l'étude de Lille Métropole Européenne (MEL) où deux gares contingentes Lille Flandres et Lille Europe ont été analysés comme un cas de pôle d'échanges unique potentiel. En effet, l'article est lié à la création d'un pôle d'échanges commun capable d'attirer plus d'usagers des transports publics que les utilisateurs de modes priÎs comme c'est le cas actuellement. Ces deux principaux pôles d'échanges ferroviaires ont différentes fonctions territoriales et de transport (à savoir l'un est principalement voué à la circulation régionale et l'autre au trafic national et international). Les urbanistes et les autorités de transport souhaitent relier les deux stations afin de créer un pôle d'échanges unique. Un point clé de l'analyse de Lille comme exemple de City-HUB est lié à l'implication des parties prenantes. Leur participation est à l'origine des interactions entre City-HUB et le contexte socio-économique et urbain. Nous démontrons que la combinaison de politiques de planification des transports et l'utilisation foncière pourrait stimuler le développement commercial, de nouveaux bureaux d'affaires ou le logement. Ce pôle d'échanges urbain surmonterait son rôle d'infrastructures de transport pour devenir un «lieu».

    International audience; In this chapter we use a spatial interaction model to measure the influence of the frequency of containerised shipping services on trade flows. Our hypothesis is that the frequency containerised services combined with distance provide a better explanation of trade flows than the single distance. Homogeneous databases on world trade and on the movements of container ships are used. To compare the explanatory power of the two measures, a doubly constrained spatial interaction model has been used. Our results show that shipping services alone do not provide a better explanation of the geographical pattern of trade flows than distance. However, when taken together with distance the explanatory power of the model is considerably improved.     This chapter identifies and maps regulatory and legislative requirements and procedures for the deployment of autonomous public transport. After providing a general overview on the international and European organizations involved in regulatory statements and the branches of law framing regulation for public transport, we propose a tool to evaluate the level of regulation framework openness to robomobility, the ROAD index (the Regulation Openness for Autonomous Driving index). Taking into account regulations and policy making processes, we distinguished a set of four variables to measure the level of national or local readiness for the implementation of autonomous collective vehicles on open roads. ROAD index helps to evaluate regulation as facilitator or barrier to robomobility and to understand in which way decision makers can leverage on regulation to make it build a favorable framework for mobility innovation.

    International audience; The aim of the present contribution is to test whether and to what extent cognitive load theory may account for working memory performance in the field of ergonomics. We will briefly present the theoretical and methodological principles of cognitive load theory, developed initially by Sweller (1988) in the field of educational psychology, and some of the more critical issues addressed recently. Thereafter, we report three experiments exploring the relations between the three load categories defined by cognitive load theory, by using working memory tasks. The influence of intrinsic and extrinsic cognitive load categories was explored by manipulating respectively task difficulty and time pressure. The consequences of the less documented germane load were proposed to depend on participants’ alertness that varies spontaneously across the day (Galy, Cariou, and Mélan, 2012). In order to test for additive effects between load categories, effects of intrinsic and extrinsic load were explored both separately and simultaneously, and when participants’ alertness level was either high or low. This procedure was tested in a mental arithmetic task and in a recall task performed by participants in controlled laboratory conditions and when the same arithmetic task was performed by air traffic controllers in a real-job situation. Results led to the conclusion of an additive interaction between intrinsic and extraneous cognitive load factors, in addition to modulatory effects by germane load.

    International audience; Electric or hybrid vehicles are very silent, which represents a major advantage for the reduction of noise annoyance in urban areas. But this makes them dangerous for pedestrians, especially vulnerable ones as visually-impaired people. Current solutions consist in using warning sound so that the exterior noise of an electric vehicle is as high as for a conventional one. This may cancel the benefit of electric vehicles for the reduction of sound annoyance. The eVADER project (funded by the European Commission) aims at proposing a prototype car which combines a high safety and a low noise level. A part of the the work program consisted in perceptual studies. The goal of these studies was to evaluate the influence of various timbre parameters on the detectability and the unpleasantness of a warning sound. Results show that it is possible to make an electric vehicle easily detected while keeping its sound level much lower than the one of a conventional car.

    International audience; La « Route de la Soie » est une des principales notions employées pour décrire l’insertion des pays de l’Asie centrale dans l’espace mondialisé. Véhiculant un imaginaire positif des échanges, aussi bien économiques que culturels, elle est également mobilisée par la plupart des puissances mondiales et régionales qui investissent le champ géopolitique centrasiatique depuis la disparition de l’URSS. Depuis 2013, la Chine en a même fait un des fondements théoriques de sa politique étrangère. À partir du cas centrasiatique et d’une approche géographique, cet article analyse les effets de la mise en œuvre de la Belt and Road Initiative (BRI) sur les échanges eurasiatiques. Il établit que, pour la première fois dans l’histoire récente, les corridors de transport continentaux voient transiter entre la Chine et l’Europe un trafic de marchandises significatif, quoique toujours très modeste par rapport à la voie maritime. Cette circulation nouvelle concourt à redessiner l’architecture des axes de transport et, dans une certaine mesure, à transformer les structures de l’espace eurasiatique.
