Rasmussen;AbstractFossil benthic foraminifera are used to trace past methane release linked to climate change. However, it is still debated whether isotopic signatures of living foraminifera from methane-charged sediments reflect incorporation of methane-derived carbon. A deeper understanding of isotopic signatures of living benthic foraminifera from methane-rich environments will help to improve reconstructions of methane release in the past and better predict the impact of future climate warming on methane seepage. Here, we present isotopic signatures (δ13C and δ18O) of foraminiferal calcite together with biogeochemical data from Arctic seep environments from c. 1200 m water depth, Vestnesa Ridge, 79° N, Fram Strait. Lowest δ13C values were recorded in shells of Melonis barleeanus, − 5.2‰ in live specimens and − 6.5‰ in empty shells, from sediments dominated by aerobic (MOx) and anaerobic oxidation of methane (AOM), respectively. Our data indicate that foraminifera actively incorporate methane-derived carbon when living in sediments with moderate seepage activity, while in sediments with high seepage activity the poisonous sulfidic environment leads to death of the foraminifera and an overgrowth of their empty shells by methane-derived authigenic carbonates. We propose that the incorporation of methane-derived carbon in living foraminifera occurs via feeding on methanotrophic bacteria and/or incorporation of ambient dissolved inorganic carbon.

Shaheen; Ellen Cavanagh;In the past five years, commercial vehicle travel has increased 60 percent on California's highways, without a corresponding increase in compliance inspection station capacity or enforcement officers. Commercial vehicles that do not comply with regulations impose significant public costs including, for example, pavement and structure damage to roads and catastrophic crashes. In response to these problems, the California Department of Transportation is investigating the potential application of detection and communication technology in virtual compliance stations (VCS) to cost-effectively improve enforcement of commercial vehicle regulations. This study begins with a description of the fledgling VCS research programs in the U.S. as well more advanced international VCS programs. Next, the results of expert interview with key officials involved in the early deployment stages of VCS programs in Kentucky, Florida, Indiana, and Saskatchewan are reported. This is followed by an analysis of institutional barriers to VCS screening and automated enforcement based on the relatively extensive body of literature on the commercial vehicle electronic pre-screening programs and red-light and speeding automated enforcement programs. The paper concludes with some key recommendations to address legal and institutional barriers to VCS deployment in the U.S.

The paper includes a comprehensive list of 30 congestion management strategies and a discussion of equity implications related to each strategy. The authors analyze existing literature and incorporate findings from 12 expert interviews from academic, non-governmental organization (NGO), public, and private sector respondents to strengthen results and fill gaps in understanding. The literature review applies the Spatial – Temporal – Economic – Physiological – Social (STEPS) Equity Framework (Shaheen et al., 2017) to identify impacts and classify whether social equity barriers are reduced, exacerbated, or both by a particular congestion mitigation measure. The congestion management strategies discussed are grouped into six main categories, including: 1) pricing, 2) parking and curb policies, 3) operational strategies, 4) infrastructure changes, 5) transportation services and strategies, and 6) conventional taxation. The findings show that the social equity impacts of certain congestion management strategies are not well understood, at present, and further empirical research is needed. Congestion mitigation measures have the potential to affect travel costs, commute times, housing, and accessibility in ways that are distinctly positive or negative for different populations. For these reasons, social equity implications of congestion management strategies should be understood and mitigated for in planning and implementation of these strategies.

The most appreciable benefits were for condominiums and single-family housing near commuter-rail stations in the north county, multifamily housing near light-rail stations, and commercial properties near downtown commuterrail stations and light-rail stops in the Mission Valley. Elsewhere, commercial properties accrued small or even negative capitalization benefits. Pro-development policies, worsening traffic congestion, and a generally healthy economy are thought to have generally boosted land values in San Diego County, though impacts are corridor- and land-use specific.

Nitrogen (N) and phosphorus (P) availability, in addition to other macro- and micronutrients, determine the strength of the ocean's carbon (C) uptake, and variation in the N : P ratio of inorganic nutrient pools is key to phytoplankton growth. A similarity between C : N : P ratios in the plankton biomass and deep-water nutrients was observed by Alfred C. Redfield around 80 years ago and suggested that biological processes in the surface ocean controlled deep-ocean chemistry. Recent studies have emphasized the role of inorganic N : P ratios in governing biogeochemical processes, particularly the C : N : P ratio in suspended particulate organic matter (POM), with somewhat less attention given to exported POM and dissolved organic matter (DOM). Herein, we extend the discussion on ecosystem C : N : P stoichiometry but also examine temporal variation in stoichiometric relationships. We have analyzed elemental stoichiometry in the suspended POM and total (POM + DOM) organic-matter (TOM) pools in the upper 100 m and in the exported POM and subeuphotic zone (100–500 m) inorganic nutrient pools from the monthly data collected at the Bermuda Atlantic Time-series Study (BATS) site located in the western part of the North Atlantic Ocean. C : N and N : P ratios in TOM were at least twice those in the POM, while C : P ratios were up to 5 times higher in TOM compared to those in the POM. Observed C : N ratios in suspended POM were approximately equal to the canonical Redfield ratio (C : N : P = 106 : 16 : 1), while N : P and C : P ratios in the same pool were more than twice the Redfield ratio. Average N : P ratios in the subsurface inorganic nutrient pool were ~ 26 : 1, squarely between the suspended POM ratio and the Redfield ratio. We have further linked variation in elemental stoichiometry to that of phytoplankton cell abundance observed at the BATS site. Findings from this study suggest that elemental ratios vary with depth in the euphotic zone, mainly due to different growth rates of cyanobacterial cells. We have also examined the role of the Arctic Oscillation on temporal patterns in C : N : P stoichiometry. This study strengthens our understanding of the variability in elemental stoichiometry in different organic-matter pools and should improve biogeochemical models by constraining the range of non-Redfield stoichiometry and the net relative flow of elements between pools.

We find that denser cities devote a greater share of their land to streets, but also have less street space per person. This relationship results in part from the difficulty of constructing new streets in built-out areas. The amount of street space does not increase as fast as population density, and this in turn helps explain why dense areas have less vehicle travel per person but higher levels of congestion. In contrast to streets, new off-street parking is supplied continually, owing largely to minimum parking requirements that make new development contingent on the provision of parking spaces. But the ample supply of off-street parking makes traffic congestion worse and inhibits street life. We recommend either removing off-street parking requirements, or converting them from minimums to maximums.

Photosynthetic microbes, collectively termed phytoplankton, are responsible for the vast majority of primary production in marine waters. The availability of nutrients in the upper ocean frequently limits the activity and abundance of these organisms. Experimental data have revealed two broad regimes of phytoplankton nutrient limitation in the modern upper ocean. Nitrogen availability tends to limit productivity throughout much of the surface low-latitude ocean, where the supply of nutrients from the subsurface is relatively slow. In contrast, iron often limits productivity where subsurface nutrient supply is enhanced, including within the main oceanic upwelling regions of the Southern Ocean and the eastern equatorial Pacific. Phosphorus, vitamins and micronutrients other than iron may also (co-)limit marine phytoplankton. The spatial patterns and importance of co-limitation, however, remain unclear. Variability in the stoichiometries of nutrient supply and biological demand are key determinants of oceanic nutrient limitation. Deciphering the mechanisms that underpin this variability, and the consequences for marine microbes, will be a challenge. But such knowledge will be crucial for accurately predicting the consequences of ongoing anthropogenic perturbations to oceanic nutrient biogeochemistry. © 2013 Macmillan Publishers Limited. We present experimentally determined physical and chemical characteristics of purified meta-Cresol Purple (mCP) pH indicator dye suitable for pH measurements in seawater and conservative seawater-derived brines at salinities (S) between 35 and 100 and temperatures (T) between their freezing point and 298.15 K (25 °C). This work takes the characterisation of mCP beyond the currently available ranges of 278.15 K ≤ T ≤ 308.15 K and 20 ≤ S ≤ 40 in natural seawater, thereby allowing high quality pHT measurements in polar systems.

We explore who uses ridesourcing and for what reasons, how the ridesourcing market compares to that of traditional taxis, and how ridesourcing impacts the use of public transit and overall vehicle travel. In spring 2014, 380 completed intercept surveys were collected from three ridesourcing “hot spots” in San Francisco. We compare survey results with matched-pair taxi trip data and results of a previous taxi user survey. We also compare travel times for ridesourcing and taxis with those for public transit. The findings indicate that, despite many similarities, taxis and ridesourcing differ in user characteristics, wait times, and trips served. While ridesourcing replaces taxi trips, at least half of ridesourcing trips replaced modes other than taxi, including public transit and driving. Impacts on overall vehicle travel are unclear. We conclude with suggestions for future research.

Rasmussen;AbstractFossil benthic foraminifera are used to trace past methane release linked to climate change. However, it is still debated whether isotopic signatures of living foraminifera from methane-charged sediments reflect incorporation of methane-derived carbon. A deeper understanding of isotopic signatures of living benthic foraminifera from methane-rich environments will help to improve reconstructions of methane release in the past and better predict the impact of future climate warming on methane seepage. Here, we present isotopic signatures (δ13C and δ18O) of foraminiferal calcite together with biogeochemical data from Arctic seep environments from c. 1200 m water depth, Vestnesa Ridge, 79° N, Fram Strait. Lowest δ13C values were recorded in shells of Melonis barleeanus, − 5.2‰ in live specimens and − 6.5‰ in empty shells, from sediments dominated by aerobic (MOx) and anaerobic oxidation of methane (AOM), respectively. Our data indicate that foraminifera actively incorporate methane-derived carbon when living in sediments with moderate seepage activity, while in sediments with high seepage activity the poisonous sulfidic environment leads to death of the foraminifera and an overgrowth of their empty shells by methane-derived authigenic carbonates. We propose that the incorporation of methane-derived carbon in living foraminifera occurs via feeding on methanotrophic bacteria and/or incorporation of ambient dissolved inorganic carbon.

Shaheen; Ellen Cavanagh;In the past five years, commercial vehicle travel has increased 60 percent on California's highways, without a corresponding increase in compliance inspection station capacity or enforcement officers. Commercial vehicles that do not comply with regulations impose significant public costs including, for example, pavement and structure damage to roads and catastrophic crashes. In response to these problems, the California Department of Transportation is investigating the potential application of detection and communication technology in virtual compliance stations (VCS) to cost-effectively improve enforcement of commercial vehicle regulations. This study begins with a description of the fledgling VCS research programs in the U.S. as well more advanced international VCS programs. Next, the results of expert interview with key officials involved in the early deployment stages of VCS programs in Kentucky, Florida, Indiana, and Saskatchewan are reported. This is followed by an analysis of institutional barriers to VCS screening and automated enforcement based on the relatively extensive body of literature on the commercial vehicle electronic pre-screening programs and red-light and speeding automated enforcement programs. The paper concludes with some key recommendations to address legal and institutional barriers to VCS deployment in the U.S.
