    L’obiettivo di tipo metodologico del contributo è la messa a punto di uno strumento di supporto al decisore pubblico per l’individuazione delle aree del territorio urbano da destinare alla sosta. La costruzione di tale strumento è guidata da criteri che fanno riferimento a scelte di tipo urbanistico più che di tipo trasportistico e che riguardano prevalentemente l’integrazione tra aspetti di salvaguardia ambientale, distribuzione delle attività e necessità di mobilità. Infatti, il percorso metodologico tende a coniugare le caratteristiche morfologico-insediative e ambientali del sito con la domanda di sosta che dipende dalle attività insediate nell’ambito urbano di rifermento, considerandole quali elementi-chiave nella costruzione di scelte compatibili di trasformazione della città, tanto nella fase di localizzazione, distribuzione e dimensionamento degli interventi quanto nella successiva fase di progettazione della tipologia costruttiva dei manufatti per la sosta. Il contributo, che fa riferimento ad uno studio più ampio, si compone di tre parti. La prima è dedicata alla definizione dell’algoritmo che rappresenta l’iter attraverso cui si definiscono le soluzioni praticabili e compatibili di localizzazione, distribuzione e tipologia delle aree di sosta e di progettazione degli spazi. La seconda parte è dedicata alla definizione degli ulteriori criteri di contesto che vanno di volta in volta adottati in relazione al la città di riferimento. La terza parte è dedicata alla individuazione degli spazi per la sosta di relazione a Napoli, come esempio applicativo concreto dell’algoritmo messo a punto e dei criteri di contesto individuati. L’idea guida dell’intero lavoro è orientata a scoraggiare l’ingresso veicolare nelle aree urbane consolidate e, quindi, ad evitare la localizzazione dei parcheggi nel centro città, considerati quali ulteriori elementi di attrazione dei flussi di traffico.     The article aims reading and interpreting the positive externalities, especially in terms of urban redevelopment, connected to the building of node/station of the High Speed railway network. The measure of the variations of the real estate values, carried out through the analysis of numerous European and Italian experiences, is considered as a synthetic indicator of urban quality consequent to the strengthening or establishment of a new High Speed station. The identification of relationships between High Speed station, residential property values and typologies of cities (role and urban specialization) and urban context in which the station are located is one of the conclusions of this work. In accord with the aim, this paper is organized in three principal parts. The first part identifies the relation between urban transformations, urban quality and property values and provides a scientific frame of the studies on the relationships between accessibility increase and property values. Indeed, the results of many studies and reports reveal that the reduction in generalized cost of transport and the increase of accessibility related to the implementation of new infrastructure such as a railway station, in some cases have impacted significantly on increasing demand for space in the surrounding areas and, accordingly, on property values. The second part proposes the reading of some experiences of building of High Speed stations in some European and Italian cities, with a focus on the case of Roma-Napoli High Speed line. The choice of cases was made using criteria that seem to give a guarantee of representativeness to the variety and multiplicity of experiences. In particular, the criteria used are: geographic location of railway line (selecting cases with different geographical locations); city-node size (choosing different types of cities for size and population), functional role of the city-node, timing for the completion of railway line (fully in operation, partly in operation or not yet in operation). Besides, the description of each case is divided into: summary description of the characteristics of the HS railway line; description of the main features of cities that represent the nodes of the selected routes; identify the characteristics of the surrounding context of the railway station; measurement of the change in property values in the surrounding context of the railway station due to HS link. The third part provides a comparative outline of the effects of High Speed stations on property values and the urban typologies and characteristics that influence this relation. The first result of this article is a comparative framework between all study cases. In conclusion, the comparative reading shows that the effect from opening of the High Speed railway stations on property values is valuable in cases where it contributes significantly to raising the socio-economic and the quality conditions of spaces.     Negli ultimi anni molte città europee hanno introdotto politiche di tariffazione come strumento di gestione della domanda di trasporto, in particolare per ridurre la congestione e riequilibrare la ripartizione modale tra trasporto individuale e collettivo. Infatti, il comportamento degli utenti conduce il sistema ad una condizione di Equilibrio dell’Utente (User Equilibrium) che non corrisponde alla massimizzazione dell’utilità globale e non prende in considerazione i costi esterni. Pertanto, al fine di raggiungere una configurazione efficiente nell’utilizzo dei sistemi di trasporto (indicata in letteratura come Equilibrio del Sistema – System Equilibrium), è necessario imporre una tariffazione sulle strade urbane in modo da massimizzare il surplus sociale. Per numerose ragioni (teoriche, politiche, sociali) è impossibile applicare “tariffe efficienti” (indicate in letteratura come first-best solutions); perciò sulle reti reali bisogna applicare tariffe sub-ottimali (second-best solutions). Inoltre, una delle problematiche principali dell’applicazione delle politiche di pricing è la loro “accettazione” da parte della comunità e/o di sue componenti (commercianti, residenti, pendolari, ecc.) che conduce a conflitti ed opposizioni.In questa nota, si analizza il problema del progetto delle tariffe ottimali nel caso in cui i ricavi siano investiti totalmente o parzialmente per migliorare il trasporto collettivo. In particolare, si formula un modello che sia multimodale e multiutente, in cui gli aspetti relativi alla scelta modale siano calcolati in maniera esplicita su rete in corrispondenza di ciascuna configurazione tariffaria. Il modello è applicato ad una rete test (costruita con differenti valori di accessibilità relativa tra le differenti zone), analizzando alcune strategie “second-best” con particolare riferimento al reinvestimento dei ricavi.     L’articolo descrive il progetto di mobilità sostenibile che integra la riqualificazione ambientale di un tratto del fiume Solofrana nella Provincia di Salerno, la riqualificazione di sette stazioni locali della linea ferroviaria Mercato San Severino – Nocera Inferiore con la realizzazione di un percorso ciclabile per la fruizione del territorio naturale. L’approccio di fondo della proposta progettuale è quella di integrare i temi della mobilità. sostenibile con quelli del recupero ambientale, andando ad intervenire in un territorio ad elevata criticità: i comuni di Nocera Inferiore, Nocera Superiore, Roccapiemonte, Castel San Giorgio e Mercato San Severino (Provincia di Salerno) con una popolazione complessiva di circa 114.000 abitanti (fonte demo ISTAT 2010). La strategia consiste nella definizione di due tipologie di azione: interventi interni ed esterni alle stazioni ferroviarie. Gli interventi esterni alle stazioni prevedono la realizzazione di percorsi ciclo pedonali che andranno ad incrementare la presenza di spazi dedicati ai ciclisti e ai pedoni lungo le sponde del torrente Solofrana e all’interno degli insediamenti urbani, attuando così sia una riqualificazione delle sponde del torrente Solofrana, sia un miglioramento urbanistico delle aree interessate. Gli interventi interni alle stazioni, consistono, coerentemente ai principi del Transit Oriented Development, nella riqualificazione degli spazi comuni con inserimento di nuove funzioni e nella realizzazione di posteggi per biciclette ad elevazione automatica, con copertura in pannelli fotovoltaici.     Il rapporto città, mobilità e ambiente ha assunto nell’ultimo decennio un ruolo centrale nelle strategie, nelle iniziative e nei programmi di ricerca dell’Unione Europea. A fronte del riconoscimento della accessibilità e della qualità ambientale quali elementi chiave per l’acquisizione di vantaggi competitivi, l’Unione Europea ha individuato quale obiettivo prioritario per rispondere alla sfida della competitività in ambito internazionale, la messa a punto di politiche mirate ad accrescere la mobilità riducendone, nel contempo, gli effetti negativi, soprattutto nelle aree urbane. A tal fine, a partire dalla fine degli anni Novanta, l’Europa ha indirizzato i propri sforzi verso l’identificazione di soluzioni innovative per una mobilità urbana sostenibile, promuovendo ricerche e iniziative in settori molteplici, dalle infrastrutture di trasporto alla regolamentazione e gestione del traffico, dai servizi di trasporto pubblico alla pianificazione urbana. I principali documenti prodotti in ambito europeo dal 2000 ad oggi, gli esiti dei programmi di ricerca e gli indirizzi per le future attività di ricerca delineati nel settimo Programma Quadro sottolineano la necessità di superare la settorialità cui è stata a lungo improntata la pianificazione dei trasporti per delineare approcci, pratiche e strumenti, basati su una visione integrata del rapporto città, mobilità e ambiente e orientati ad una più stretta correlazione tra pianificazione dei trasporti e pianificazione urbana e territoriale. Risulta tuttavia ancora debole, nelle strategie e nelle prospettive di ricerca delineate per il prossimo futuro dall’Unione Europea, la consapevolezza che la risoluzione del difficile rapporto città, mobilità e ambiente richiede non solo una maggiore integrazione tra politiche di settore, frutto di un coordinamento tra scelte effettuate sulla base di saperi e competenze ancora troppo distanti, quanto l’effettivo superamento della separazione tra ambiti disciplinari tradizionalmente disgiunti e l’individuazione di nuovi campi di riflessione, nuove professionalità da cui potranno emergere approcci, strumenti e pratiche realmente innovative.     Lo scritto prende in esame la questione relativa al trattamento e al trasferimento dei dati personali dei passeggeri (PNR) nel trasporto aereo, con lo scopo di combattere il terrorismo internazionale e la criminalità transnazionale. La questione è stata molto dibattuta a livello europeo, a partire dal primo accordo tra USA-Ue nel 2004, poi abrogato dalla Corte di giustizia Ue, sino ai tempi più recenti, con l’approvazione della direttiva 681/2016 e il parere 1/15 del 2017 della Corte di giustizia sulla compatibilità tra l’accordo Ue-Canada e il vigente quadro normativo dell’Ue, successivo all’entrata in vigore del trattato di Lisbona e della Carta dei diritti fondamentali dell’Unione europea. The article reviews the issue of processing and transfer of passenger name record (PNR) data in air transport, for purposes of fighting international terrorism and transnational crime. The issue has been much debated at the European level, starting from the first USA-EU Agreement of 2004, later annulled by the EU Court of Justice, until more recently, with the approval of Directive (EU) 2016/681 and the Opinion 1/15 of 26 July 2017 by the Court of Justice on the compatibility of the EU-Canada Agreement with the current regulatory framework of the EU, following the entry into force of the Lisbon Treaty and the Charter of Fundamental Rights of the European Union.

    L’articolo propone una riflessione sulla possibile nascita di nuovi sistemi funzionali urbani creati dalla attivazione delle linee TAV fra grandi città italiane. Attraverso il richiamo dell’interpretazione sistemica della città si propone una tassonomia delle possibili relazioni che potrebbero instaurarsi fra i sistemi urbani connessi ed in particolare fra i poli di Roma e Napoli che originano una nuova “Joint city”: RoNa.     L’obiettivo dell’articolo è l’analisi critica del progetto preliminare della piattaforma di Leixões, nell’area metropolitana di Porto, al fine di verificare le modalità con cui sono state affrontate le questioni relative alla connessione tra mobilità dedicata e mobilità ordinaria, il rapporto con i caratteri del sistema insediativo in cui l’area è inserita, le relazioni con le zone di protezione ambientale contigue alla parte meridionale del polo logistico. Sulla base di questa attenta disamina sono state avanzate delle ipotesi progettuali tese a modificare alcuni aspetti della impostazione insediativa del progetto, pur mantenendo sostanzialmente inalterato il layout d’insieme della struttura. L’articolo è organizzato in cinque sezioni. All’introduzione segue una breve descrizione del sistema logistico in Portogallo e del Piano nazionale della Logistica. La sezione 3 è dedicata alla presentazione del progetto preliminare della piattaforma di Leixões e la sezione 4 all’analisi critica di tale progetto e alle possibili ipotesi progettuali alternative.     L’obiettivo di tipo metodologico del contributo è la messa a punto di uno strumento di supporto al decisore pubblico per l’individuazione delle aree del territorio urbano da destinare alla sosta. La costruzione di tale strumento è guidata da criteri che fanno riferimento a scelte di tipo urbanistico più che di tipo trasportistico e che riguardano prevalentemente l’integrazione tra aspetti di salvaguardia ambientale, distribuzione delle attività e necessità di mobilità. Infatti, il percorso metodologico tende a coniugare le caratteristiche morfologico-insediative e ambientali del sito con la domanda di sosta che dipende dalle attività insediate nell’ambito urbano di rifermento, considerandole quali elementi-chiave nella costruzione di scelte compatibili di trasformazione della città, tanto nella fase di localizzazione, distribuzione e dimensionamento degli interventi quanto nella successiva fase di progettazione della tipologia costruttiva dei manufatti per la sosta. Il contributo, che fa riferimento ad uno studio più ampio, si compone di tre parti. La prima è dedicata alla definizione dell’algoritmo che rappresenta l’iter attraverso cui si definiscono le soluzioni praticabili e compatibili di localizzazione, distribuzione e tipologia delle aree di sosta e di progettazione degli spazi. La seconda parte è dedicata alla definizione degli ulteriori criteri di contesto che vanno di volta in volta adottati in relazione al la città di riferimento. La terza parte è dedicata alla individuazione degli spazi per la sosta di relazione a Napoli, come esempio applicativo concreto dell’algoritmo messo a punto e dei criteri di contesto individuati. L’idea guida dell’intero lavoro è orientata a scoraggiare l’ingresso veicolare nelle aree urbane consolidate e, quindi, ad evitare la localizzazione dei parcheggi nel centro città, considerati quali ulteriori elementi di attrazione dei flussi di traffico.     The article aims reading and interpreting the positive externalities, especially in terms of urban redevelopment, connected to the building of node/station of the High Speed railway network. The measure of the variations of the real estate values, carried out through the analysis of numerous European and Italian experiences, is considered as a synthetic indicator of urban quality consequent to the strengthening or establishment of a new High Speed station. The identification of relationships between High Speed station, residential property values and typologies of cities (role and urban specialization) and urban context in which the station are located is one of the conclusions of this work. In accord with the aim, this paper is organized in three principal parts. The first part identifies the relation between urban transformations, urban quality and property values and provides a scientific frame of the studies on the relationships between accessibility increase and property values. Indeed, the results of many studies and reports reveal that the reduction in generalized cost of transport and the increase of accessibility related to the implementation of new infrastructure such as a railway station, in some cases have impacted significantly on increasing demand for space in the surrounding areas and, accordingly, on property values. The second part proposes the reading of some experiences of building of High Speed stations in some European and Italian cities, with a focus on the case of Roma-Napoli High Speed line. The choice of cases was made using criteria that seem to give a guarantee of representativeness to the variety and multiplicity of experiences. In particular, the criteria used are: geographic location of railway line (selecting cases with different geographical locations); city-node size (choosing different types of cities for size and population), functional role of the city-node, timing for the completion of railway line (fully in operation, partly in operation or not yet in operation). Besides, the description of each case is divided into: summary description of the characteristics of the HS railway line; description of the main features of cities that represent the nodes of the selected routes; identify the characteristics of the surrounding context of the railway station; measurement of the change in property values in the surrounding context of the railway station due to HS link. The third part provides a comparative outline of the effects of High Speed stations on property values and the urban typologies and characteristics that influence this relation. The first result of this article is a comparative framework between all study cases. In conclusion, the comparative reading shows that the effect from opening of the High Speed railway stations on property values is valuable in cases where it contributes significantly to raising the socio-economic and the quality conditions of spaces.     Negli ultimi anni molte città europee hanno introdotto politiche di tariffazione come strumento di gestione della domanda di trasporto, in particolare per ridurre la congestione e riequilibrare la ripartizione modale tra trasporto individuale e collettivo. Infatti, il comportamento degli utenti conduce il sistema ad una condizione di Equilibrio dell’Utente (User Equilibrium) che non corrisponde alla massimizzazione dell’utilità globale e non prende in considerazione i costi esterni. Pertanto, al fine di raggiungere una configurazione efficiente nell’utilizzo dei sistemi di trasporto (indicata in letteratura come Equilibrio del Sistema – System Equilibrium), è necessario imporre una tariffazione sulle strade urbane in modo da massimizzare il surplus sociale. Per numerose ragioni (teoriche, politiche, sociali) è impossibile applicare “tariffe efficienti” (indicate in letteratura come first-best solutions); perciò sulle reti reali bisogna applicare tariffe sub-ottimali (second-best solutions). Inoltre, una delle problematiche principali dell’applicazione delle politiche di pricing è la loro “accettazione” da parte della comunità e/o di sue componenti (commercianti, residenti, pendolari, ecc.) che conduce a conflitti ed opposizioni.In questa nota, si analizza il problema del progetto delle tariffe ottimali nel caso in cui i ricavi siano investiti totalmente o parzialmente per migliorare il trasporto collettivo. In particolare, si formula un modello che sia multimodale e multiutente, in cui gli aspetti relativi alla scelta modale siano calcolati in maniera esplicita su rete in corrispondenza di ciascuna configurazione tariffaria. Il modello è applicato ad una rete test (costruita con differenti valori di accessibilità relativa tra le differenti zone), analizzando alcune strategie “second-best” con particolare riferimento al reinvestimento dei ricavi.
