    This paper brings the lessons of critical thinking of environmental indicators to transport studies. To demonstrate the extent to which these indicators are not neutral, the case study focuses on airport noise indicators imposed by both the European Union and Flanders, Bel-gium, as they are applied to Brussels Airport’s operations. Three directions have been con-sidered. First, we unveil the spatial mismatch between protests and official noise contours that are supposed to reflect overall annoyance and sleep disturbance. Then we highlight the high sensitivity of the mandatory noise indicators (Lden, Lnight and dose-effect function) to both their definition and the thresholds considered. Second, we review the legislative pro-cess at the time the EU and Flanders adopted their regulation on noise assessment. It appears both the nature of the indicators and thresholds have been the subject of debate by EU Min-isters and MPs, while Flanders has imposed a dose-effect function that is arguably outdated and unusable in specific cases. Finally, we discuss the results through the lens of the authori-tative power of official noise indicators and related maps, which many journalists and schol-ars take for granted. All this contributes to the construction of distorted knowledge of noise issues and calls for a re-evaluation of the EU’s and Flanders’ noise indicators. info:eu-repo/semantics/published

    Planned special events attract thousands of attendees from nearby cities or suburbia by car and transit. In most cases, the majority of attendees use personal automobiles, and a high parking demand results in a short time, with a consequent parking shortage. Parking guidance information systems can solve the problem by displaying information on parking lot availability to dynamically divert vehicles. This study focused on optimizing dynamic parking guidance information for automobile drivers at special events. An original multimode traffic network was converted to a novel network by considering parking lots as dummy links; therefore the shortest path and traffic assignment could be implemented in this extended network. A bilevel programming model based on quasi-dynamic route choice and linear programming was proposed to optimize the dynamic parking guidance information. On the basis of travelers' reaction to the guidance, stochastic dynamic user optimal route choice was employed within the lower-level model. The upper-level model was a linear program aimed at minimizing network total travel time. The solutions of the bilevel programming model were based on discrete particle swarm optimization and the method of successive average algorithms. Results of a case study implemented with a hypothetical network indicated that the optimization model could reduce the system total travel time by 4%.

    A land use and transportation interaction model was developed for the Sacramento, California, region, using the MEPLAN framework. The model represents land markets directly together with location-choice processes of different industry and household categories and the interactions among them. These resulting economic interactions lead to trip matrixes that are assigned to a multimodal, capacity-restrained transportation network, generating travel times and disutilities that influence the location-choice process in the period from 1990 to 2015. A range of different policy options is simulated for that period. Five different scenarios are compared with a trend scenario, three representing different long- and short-term government transportation supply scenarios, one representing incentives and disincentives to encourage land use patterns complementary to an improved transit system, and one combining the land-incentive scenario with higher prices for private vehicle use. The scenario predictions differ in mode choice, firm location, residential location, development patterns, vehicle kilometers traveled, and land rents. Various land uses are seen to be bidding against each other, and the differences in spatial arrangements between scenarios are quite complex and demonstrate the richness of the model. Certain changes take time to develop, demonstrating the need for a long-term approach to planning.

    This research examines a case-control (N = 305) for CVC (car versus car) and CVM (car versus motorcycle) crashes from the New Zealand drawing from the 2004 to 2009 police reports entered into the Crash Analysis Systems (CASs) database. The characteristics of the crashes are compared across the vehicle configurations to distinguish the features of CVM crashes. The analyses show that CVM-type crashes are not easily distinguished from CVC-type crashes. The two crash types are similar, contrary to overseas recent findings but consistent with those reported nearly 20 years ago by Cercarelli, Arnold, Rosman, Sleet, and Thornett (1992). Four exceptions are that CVM-type crashes occur more often than expected in urban speed zones, between the times of 4-7 pm, and at uncontrolled intersections. CVM crashes occur less often in merging traffic. These findings are discussed in the context of the conspicuity hypothesis that posits that crashes with motorcycles occur more frequently because they are harder to detect.

    It has been shown, by a statistical study of the concentrations of ozone in air as measured by two monitoring stations--one being situated in an urban and the other a rural area--that photochemical smog episodes to occur. The ratio O3 urban/O3 rural is normally less than 1. This ratio, however, has been shown to be greater than 1, when certain conditions prevail, notably on days of high solar radiation and low velocity winds. At nigh-time, in the absence of photochemical reactions, the higher concentrations of ozone observed in town as opposed to the country side has been attributed to air transport phenomena.

    The focus of this work was to evaluate the thermal performance of a cogeneration system used to produce power and dry aromatic herbs. The waste heat from the exhaust gases of the diesel engine was recovered to heat air using a thermosyphon heat exchanger. The heated air was employed in a convective tray dryer in order to dry Origanum vulgare, Mentha spicata, and Ocimum basilicum. The experiments were carried out at full load in a stationary compression ignition engine coupled to a generator. The maximum global energy efficiency of the cogeneration system was 40.14%, and the effectiveness of the heat exchanger achieved 39%.

    The present study aims to introduce a comprehensive framework that may help to better understand how to make rural consumers hold a favorable attitude and enhance their willingness to adopt e-commerce. To empirically assess the hypotheses posited in this paper, we started by conducting a qualitative interview-based study of 104 rural consumers. This analysis elucidates new problems or challenges faced by rural consumers in impoverished areas after several years of experience in e-commerce. To further understand the service quality and cultural context effects, we conducted a quantitative study in 434 rural consumers in relatively underdeveloped areas of China. Using a partial least squares of structural equation modeling (SEM) approach through smart PLS, this study empirically tested the hypotheses posited in the paper. The SEM results demonstrate a positive relationship between logistics and training service quality, subjective norms, self-efficiency sense, and rural consumers’ attitudes toward e-commerce platforms, which in turn positively contributes to their willingness to engage in word-of-mouth e-commerce promotion. In addition, it is shown empirically that corporate social responsibility positively moderates the effects of logistics and training services, subjective norms, and attitudes toward the use of e-commerce platforms. The findings from these two studies contribute to a better understanding of, and have major implications for, successful e-commerce entrepreneurial practices in areas undergoing the process of transition to an important emerging e-commerce marketplace.

    Research on sustainable transport and water projects, conducted in North America during 1999, identified four key considerations common to a number of projects. These four considerations are the pre-conditions necessary to achieve sustainability in a given location. These preconditions (BAPP) are boundary definition, administrative alignment, protection of non-urban lands, and the participation of all interested parties. This paper considers the perceived attitudes of various catchment stakeholders and focuses on planners and planning. The results of questionnaire surveys based on BAPP concepts suggest that local government is perceived as having the highest priority for protection of riparian lands and waterways (as individual Councils and Regional Organisations of Councils). Thus local government is the preferred arena for coordination, responsibility and jurisdiction of waterways and riparian land. The opportunity exists to examine the differing roles of local and state government. The paper concludes by outlining the implications of this research for land use planning and institutional structures in sustainable river management.

    This paper brings the lessons of critical thinking of environmental indicators to transport studies. To demonstrate the extent to which these indicators are not neutral, the case study focuses on airport noise indicators imposed by both the European Union and Flanders, Bel-gium, as they are applied to Brussels Airport’s operations. Three directions have been con-sidered. First, we unveil the spatial mismatch between protests and official noise contours that are supposed to reflect overall annoyance and sleep disturbance. Then we highlight the high sensitivity of the mandatory noise indicators (Lden, Lnight and dose-effect function) to both their definition and the thresholds considered. Second, we review the legislative pro-cess at the time the EU and Flanders adopted their regulation on noise assessment. It appears both the nature of the indicators and thresholds have been the subject of debate by EU Min-isters and MPs, while Flanders has imposed a dose-effect function that is arguably outdated and unusable in specific cases. Finally, we discuss the results through the lens of the authori-tative power of official noise indicators and related maps, which many journalists and schol-ars take for granted. All this contributes to the construction of distorted knowledge of noise issues and calls for a re-evaluation of the EU’s and Flanders’ noise indicators. info:eu-repo/semantics/published

    Planned special events attract thousands of attendees from nearby cities or suburbia by car and transit. In most cases, the majority of attendees use personal automobiles, and a high parking demand results in a short time, with a consequent parking shortage. Parking guidance information systems can solve the problem by displaying information on parking lot availability to dynamically divert vehicles. This study focused on optimizing dynamic parking guidance information for automobile drivers at special events. An original multimode traffic network was converted to a novel network by considering parking lots as dummy links; therefore the shortest path and traffic assignment could be implemented in this extended network. A bilevel programming model based on quasi-dynamic route choice and linear programming was proposed to optimize the dynamic parking guidance information. On the basis of travelers' reaction to the guidance, stochastic dynamic user optimal route choice was employed within the lower-level model. The upper-level model was a linear program aimed at minimizing network total travel time. The solutions of the bilevel programming model were based on discrete particle swarm optimization and the method of successive average algorithms. Results of a case study implemented with a hypothetical network indicated that the optimization model could reduce the system total travel time by 4%.

    A land use and transportation interaction model was developed for the Sacramento, California, region, using the MEPLAN framework. The model represents land markets directly together with location-choice processes of different industry and household categories and the interactions among them. These resulting economic interactions lead to trip matrixes that are assigned to a multimodal, capacity-restrained transportation network, generating travel times and disutilities that influence the location-choice process in the period from 1990 to 2015. A range of different policy options is simulated for that period. Five different scenarios are compared with a trend scenario, three representing different long- and short-term government transportation supply scenarios, one representing incentives and disincentives to encourage land use patterns complementary to an improved transit system, and one combining the land-incentive scenario with higher prices for private vehicle use. The scenario predictions differ in mode choice, firm location, residential location, development patterns, vehicle kilometers traveled, and land rents. Various land uses are seen to be bidding against each other, and the differences in spatial arrangements between scenarios are quite complex and demonstrate the richness of the model. Certain changes take time to develop, demonstrating the need for a long-term approach to planning.

    This research examines a case-control (N = 305) for CVC (car versus car) and CVM (car versus motorcycle) crashes from the New Zealand drawing from the 2004 to 2009 police reports entered into the Crash Analysis Systems (CASs) database. The characteristics of the crashes are compared across the vehicle configurations to distinguish the features of CVM crashes. The analyses show that CVM-type crashes are not easily distinguished from CVC-type crashes. The two crash types are similar, contrary to overseas recent findings but consistent with those reported nearly 20 years ago by Cercarelli, Arnold, Rosman, Sleet, and Thornett (1992). Four exceptions are that CVM-type crashes occur more often than expected in urban speed zones, between the times of 4-7 pm, and at uncontrolled intersections. CVM crashes occur less often in merging traffic. These findings are discussed in the context of the conspicuity hypothesis that posits that crashes with motorcycles occur more frequently because they are harder to detect.
