    The fact that a single network connects all counties, rail has a role in the economic, political and strategic country. In order to run the activities of a railway station is necessary to establish an integrated information system able to provide at any time answers to questions concerning operations that are conducted in the station, so that based on the information obtained, higher level managers can prepare operative program elements necessary preparation work. This article highlights the particularities of current technologies used in a railway station through the requirements of specialized human resources skills.

    The article deals with the development of the new paradigmof the European rail freight system predominantly suitable forthe feeder lines (market niches). Taking into consideration theso far adopted legal solutions of the EU Commission for internationalisation(liberalisation) of the European railway system,the concept of the new rail freight model was developed inorder to contribute to the increase of the quality, as well as to thegrowth of the volume of the rail freight services in Europe.Based on the findings about the disadvantages of the existingrail freight paradigm, the new solution consisting of the threeinterrelated and interconnected subsystems: institutional, technical/technological and organisational, is proposed. New liberalisedaccess to the entire European rail infrastructure networkwill increase the competition and most probably attractnew railway freight service providers. The introduction of thesuggested innovative solutions in form of small, self-propelled,bi-directional train formation that can be automatically coupledand decoupled and equipped with the innovative loadingand unloading equipment (enabling loading/unloading operationswherever the truck can stay parallel to the train), is to beexpected predominantly on the feeder lines (market niches) ofthe European railways.

    This project examines the construction of the Taiwan high-speed rail (THSR; 台灣高鐵) technology as a vehicle of Taiwanese identity formation. The THSR project is a product of a hybridization of design from Japan and Europe. The Japanese and Europeans transferred their HSR technology to Taiwan, but Taiwanese policy actors and engineers localized and assimilated it to their politics, society and history. They reconstructed the meanings of HSR technology in an indigenized (Ben-Tu-Hua; 本土化) and democratic way. In addition to focusing on the THSR's technological content and engineering practice, this dissertation explores how Taiwan identity formation has shaped technology and vice versa. The identity formation and technological construction in Taiwan tell one techno-political story. Since the 1960s and 1970s, Taiwanese engineers were forced by international politics to cannibalize technological projects, but later they began to localize and hybridize different foreign engineering skills and knowledge. This growing engineering culture of hybridity generated impacts on the development of Taiwan's identity politics. Some critical political leaders exploited their engineers' capability to hybridize to introduce international power into Taiwan. This power then was used to either strengthen the Taiwanese population's Chinese identity or to build their Taiwanese identity. Both politics and technology offered each other restrains and opportunities. This project offers an approach from science and technology studies to understand postcolonial technopolitics. The engineering practice of hybridity in Taiwan has become a locally transformed knowledge to reframe and negotiate with the more advanced technologies from the West and Japan, even though it was a contingent outcome of earlier international politics. In addition to technological non-dependence, this engineering culture of hybridity has given the Taiwanese an independent political vision not only against China but the West and Japan. However, Taiwan paid significant prices to acquire technological non-dependence and international independence. In addition to extra wasted money and time, some over design was often seen in their public projects. Large technological projects also often draw political patronage. Moreover, techno-political survival alone might not be enough to represent postcolonial resistance. Ph. D.

    The California High-Speed Rail Authority adopted a blended system at the northern and southern terminuses of the planned first phase of its high-speed rail line. In this blended operation, the high-speed rail line share track and other infrastructure with commuter, intercity, and freight rail. However, the lack of common infrastructure between rail modes and the financial and organizational challenges associated with building that common infrastructure and capacity allocation in California present challenges for the implementation of high-speed rail by a blended system in the state. This paper reviews the blended system and discusses the level of cooperation and coordination necessary between host railroads–agencies and the operator of the high-speed rail tenant. Sharing track comes with challenges for all participating railroad operators and often requires coordination between heterogeneous rail traffic. However, costs can be reduced when compared with those for dedicated track. How blended service is performed will affect state and local agencies, railroad owners and operators, and customers across the California rail network.

    Transportation Technology Center, Inc (TTCI) reviewed rail transit track inspection and maintenance standards in North America. These agency standards were benchmarked against similar protocols existing in other parts of the world. In addition, transit agencies were surveyed to document inspection, maintenance, and operating practices to understand variations in inspection and maintenance standards. Approximately 30 agencies participated in the survey which establishes a significant representative sample of North American transit operations. An analysis of track-related accidents was conducted to determine where changes might be required to existing standards and/or where potential gaps may exist. From this analysis, a prioritized list of recommendations was developed. The list consists of items that can be implemented immediately and also items requiring additional research and development. This research is part of the Federal Transit Administration (FTA) and Center for Urban Transportation Research (CUTR) standards development program. The program is intended to improve the safety and efficiency of rail transit operations.

    This paper concentrates on organising, planning and managing the train movement in a network. The three classic management levels for rail planning, i.e., strategic, tactical and operational, are introduced followed by decision support systems for rail traffic control. In addition, included in this paper are discussions on train operating forms, railway traffic control and train dispatching problems, rail yard technical schemes and performance of terminals, as well as timetable design. A description of analytical methods, simulation techniques and specific computer packages for analysing and evaluating the behaviour of rail systems and networks is also provided.

    The fact that a single network connects all counties, rail has a role in the economic, political and strategic country. In order to run the activities of a railway station is necessary to establish an integrated information system able to provide at any time answers to questions concerning operations that are conducted in the station, so that based on the information obtained, higher level managers can prepare operative program elements necessary preparation work. This article highlights the particularities of current technologies used in a railway station through the requirements of specialized human resources skills.

    The article deals with the development of the new paradigmof the European rail freight system predominantly suitable forthe feeder lines (market niches). Taking into consideration theso far adopted legal solutions of the EU Commission for internationalisation(liberalisation) of the European railway system,the concept of the new rail freight model was developed inorder to contribute to the increase of the quality, as well as to thegrowth of the volume of the rail freight services in Europe.Based on the findings about the disadvantages of the existingrail freight paradigm, the new solution consisting of the threeinterrelated and interconnected subsystems: institutional, technical/technological and organisational, is proposed. New liberalisedaccess to the entire European rail infrastructure networkwill increase the competition and most probably attractnew railway freight service providers. The introduction of thesuggested innovative solutions in form of small, self-propelled,bi-directional train formation that can be automatically coupledand decoupled and equipped with the innovative loadingand unloading equipment (enabling loading/unloading operationswherever the truck can stay parallel to the train), is to beexpected predominantly on the feeder lines (market niches) ofthe European railways.

    This project examines the construction of the Taiwan high-speed rail (THSR; 台灣高鐵) technology as a vehicle of Taiwanese identity formation. The THSR project is a product of a hybridization of design from Japan and Europe. The Japanese and Europeans transferred their HSR technology to Taiwan, but Taiwanese policy actors and engineers localized and assimilated it to their politics, society and history. They reconstructed the meanings of HSR technology in an indigenized (Ben-Tu-Hua; 本土化) and democratic way. In addition to focusing on the THSR's technological content and engineering practice, this dissertation explores how Taiwan identity formation has shaped technology and vice versa. The identity formation and technological construction in Taiwan tell one techno-political story. Since the 1960s and 1970s, Taiwanese engineers were forced by international politics to cannibalize technological projects, but later they began to localize and hybridize different foreign engineering skills and knowledge. This growing engineering culture of hybridity generated impacts on the development of Taiwan's identity politics. Some critical political leaders exploited their engineers' capability to hybridize to introduce international power into Taiwan. This power then was used to either strengthen the Taiwanese population's Chinese identity or to build their Taiwanese identity. Both politics and technology offered each other restrains and opportunities. This project offers an approach from science and technology studies to understand postcolonial technopolitics. The engineering practice of hybridity in Taiwan has become a locally transformed knowledge to reframe and negotiate with the more advanced technologies from the West and Japan, even though it was a contingent outcome of earlier international politics. In addition to technological non-dependence, this engineering culture of hybridity has given the Taiwanese an independent political vision not only against China but the West and Japan. However, Taiwan paid significant prices to acquire technological non-dependence and international independence. In addition to extra wasted money and time, some over design was often seen in their public projects. Large technological projects also often draw political patronage. Moreover, techno-political survival alone might not be enough to represent postcolonial resistance. Ph. D.

    The California High-Speed Rail Authority adopted a blended system at the northern and southern terminuses of the planned first phase of its high-speed rail line. In this blended operation, the high-speed rail line share track and other infrastructure with commuter, intercity, and freight rail. However, the lack of common infrastructure between rail modes and the financial and organizational challenges associated with building that common infrastructure and capacity allocation in California present challenges for the implementation of high-speed rail by a blended system in the state. This paper reviews the blended system and discusses the level of cooperation and coordination necessary between host railroads–agencies and the operator of the high-speed rail tenant. Sharing track comes with challenges for all participating railroad operators and often requires coordination between heterogeneous rail traffic. However, costs can be reduced when compared with those for dedicated track. How blended service is performed will affect state and local agencies, railroad owners and operators, and customers across the California rail network.
