    The monograph pays attention to the problems and prospects of innovative development of the road and transport complex. In Ukraine, the road and transport complex is classified as a priority system. And taking into account its key role in the defense of the state, the need to carry out scientific developments and practical recommendations for the development of the road and transport system as a whole is becoming urgent. Factors affecting the transport infrastructure of the area and the economic consequences of their implementation have been systematized, and a system of management of the transport infrastructure has been developed. The stages of formation and implementation of entrepreneurial strategies, which determine the sustainable innovative development of road and railway transport enterprises, have been developed. The methodical approach to the development of the list of indicators of preventive anti-crisis management of the road enterprise has been improved thanks to the comprehensive consideration of the results of the study of the quantitative and qualitative composition of the indicators of the CVP analysis. The personnel management system of the motor vehicle enterprise has been formed on the basis of a holistic approach, and a methodology for assessing the effectiveness of the enterprise's personnel control was proposed, which helps to identify the weakest points in the existing control system. In order to determine the objects of innovative activity, the urgency and timeliness of the application of functional-cost analysis has been proven. In order to achieve an economic and ecological effect in defined strategy improve cars for earthy road construction works. The proposed theoretical, methodological and applied aspects of the development of the road and transport complex are of theoretical and practical interest for scientists, entrepreneurs and state administration bodies.

    Congestion has become a serious problem in the context of urban transport around the world. As more and more vehicles are being introduced into the urban streets every year, the mode share of the public transportation sector is declining at an alarming rate. Particularly in developing countries, more people have moved to personalized mode since it is becoming easily affordable and the quality of service offered by the public transit is not improving. To attract more people, the public transit should provide a high level of quality service to the passengers. One way of achieving this is by using Advanced Public Transport Systems (APTS) applications such as providing accurate real-time bus arrival information to the passengers which will improve the service reliability of the public transit. Travel time prediction has been a well-renowned topic of research for years. However, studies which were model based and incorporating dwell times at bus stops explicitly for heterogeneous traffic conditions are limited. The present study tries to explicitly incorporate the bus stop delays associated with the total travel times of the buses under heterogeneous traffic conditions. This will help in obtaining a reliable algorithm which can be adopted for bus arrival time prediction under Indian conditions.

    In developing country like Bangladesh, service quality improvement in public transportation is essential. That is why; we need strategic planning & adopting a quality management system for improving it. From the bus passengers viewpoints the public bus performance evaluate here. This paper deals with the quality improvement of the public transport system with take into consideration of the principal variables that dominance the perceived quality by users. Investigate factors that are affecting passengers perceived bus performance through an Ordered Probit Model (OPM). Take advantage of the Ordered Probt Model, data is analysed based on 297 samples raised from visibility survey with bus passengers during service testing period in Pabna to Dhaka route. The results of the study indicate that 79.79% of the respondents were male; 39.70% were aged between 20-29 years, 45.10% respondent indicated level of service as good; 50.50% respondent indicated level of service as moderate; and only 1% respondent indicated level of service of transit bus as bad. The Model (OPM) represent the quality appraisement process founded on a group of predefined variables. These variables choice is essential since they are used to explain the selection process to be modeled. In addition, the results revealed that punctuality & reliability, Seat comfort, noise level, physical appearance, frequency of bus service, seat availability and female harassment have a significant relationship with passengers satisfaction because they have a P-value smaller than α = 0.10 as the significant level is at 10% and Z-value is greater than 1.64. Attempts to improve on service quality to influence passenger’s satisfaction should be directed at those variables. The administration of Pabna city will be benefited from this strategies result consist of useful information to ensure the sustainability of the public transport system.

    Kalite Fonksiyonu Göçerimi ya da Kalite Fonksiyonu Yayılımı (KFY), işletmelerin müşterinin sesini dinleyip onların istek ve ihtiyaçlarına göre ürün ve hizmet geliştirmelerine ya da var olan ürün ve hizmetleri iyileştirmelerine yardımcı olan, müşterinin sesini işletmenin teknik diline dönüştüren bir metodoloji ve planlama sürecidir. Bu kalite metodolojisi bu çalışmada İstanbul Elektrik Tramvay ve Tünel İşletmeleri (İETT) Genel Müdürlüğü'nde uygulanmıştır. Çalışmanın amacı, metrobüs müşterilerinin sesini dinleyip, onların istek, ihtiyaç ve düşüncelerinin doğru bir şekilde tespit edilmesi, bu düşüncelerin metrobüs hizmet süreçlerine doğru bir şekilde entegre edilmesi, metrobüsle ulaşımdaki hizmet kalitesinin iyileştirilmesi, bu sayede metrobüs müşterilerinin memnuniyetinin arttırılması ve müşteri odaklı hareket etmektir. Çalışma kapsamında oluşturulan kalite evinde, müşteri memnuniyetinin sağlanması ve metrobüs hizmet kalitesinin arttırılması için İETT tarafından en çok önem verilmesi gereken konuların sırasıyla araç kalabalıklığı, metrobüs istasyonlarının fiziksel koşullarının elverişsiz hava şartlarına uygunluğu, istasyonların engelli vatandaşlar için uygunluğu, araçlardaki havalandırma sistemlerinin çalışır durumda olması ve İstanbul Kart'ın kolayca yüklenebilirliği olduğu görülmüştür. Kalite evi ile bu konulardaki hizmet kalitesinin iyileştirilmesi için üzerinde çalışılması gereken teknik gereksinimlerin ise hat optimizasyonu, istasyondaki kameralar, araç kapasitesi, iklimlendirme sistemleri, kapalı istasyonlar, istasyon geçiş alanları, üst ve alt geçitlerin durumu, asansör ve rampalar, otomatik satış makineleri ile bayiiler olduğu belirlenmiş ve bu teknik gereksinimler ile ilgili işletmenin ulaşmak istediği hedefler tespit edilmiştir. Bu çalışma sayesinde KFY'nin toplu ulaşım sektöründe müşteri memnuniyetini arttırmak ve kalite yönetimi için stratejik bir araç olarak kullanılabilirliği de gösterilmiştir. Quality function deployment (QFD) is a planning process and methodology that helps companies for listening voice of customer, producing new products and providing new services or improving their current products and services according to customers' requirements and requests and transforms voice of customer to technical language of company. This quality methodology has been implemented in Head Office of Istanbul Electric Tramway and Tunnel Establishments for metrobus transportation. The aim of this study is to listen voice of customer, determine customers' requests, requirements and thoughts properly, integrate these thoughts into metrobus service processes properly, improve service quality in metrobus transportation, increase customer satisfaction and act as customer-oriented. With the house of quality that has been created at the end of this study it has been seen that the most important subjects for customer satisfaction and increasing service quality of metrobus are crowdedness of vehicles, suitability of metrobus stations for bad weather conditions and people with disabilities, working of air condition systems in vehicles properly and loading money for Istanbul Card easily. Technical requirements that needs to be worked on for improving service quality about these subjects have been found as line optimization, security cameras on metrobus stations, capacity of vehicles, air-conditioning systems, closed stations, transit areas for metrobus, conditions of over passes and underpasses, elevators and disabled access ramps, vending machines and dealers for Istanbul Card. After that targets have been determined by project team to improve these technical requirements. With this study it also has been shown that quality function deployment technique can be used as a strategic tool in public transportation sector to increase customer satisfaction for quality management. 386

    Purpose. At the present stage of development of Ukraine’s economy, passenger traffic service quality management of railway enterprises became one of the main tasks to ensure their efficient operation. In terms of railway re-forms and increased competition in the transport market, the discrepancies between the technological level of traffic and the growing needs of society and the quality standards of transport services, the priority is the establishment of quality management system for passenger traffic services in rail transport. This question should be considered in the paper. Methodology. To achieve this goal and ensure a high quality level of passenger traffic services in rail trans-port, which involves a combination of approaches to the position of consumers (determination of their satisfaction) and railway enterprises (measurement of results and formation processes of service quality), the paper proposed a passenger traffic service quality management system. The proposed methodical approach to formation of the passenger traffic service quality management system in rail transport implements a principally new scheme of interaction of elements during provision of services, where the inter-related resources (human, material, financial, information), means, instruments and processes result in creation of quality transport service. Findings. The efficiency of the passenger traffic service quality management system allows detecting the dynamic of improvement of the services provided by the railway enterprises and building the system which is self-learning on the principles of continuous improvement. The paper grounded new principles of the passenger traffic quality management, which were formed on the basis of general management principles, quality management principles and railway transport management principles. Originality. The work presents the developed passenger traffic service quality management system targeted to meet the expectations of passengers from transport process while taking into account the economic interests of railway enterprises. The basis of this system is conceptual principles, namely, goal, objectives, subject, object, principles, functions and practical recommendations, which generally determine the relationship of the basic elements of the passenger traffic service quality management in rail transport. Practical value. The practical value of the obtained by the author results is that their implementation will enable railway enterprises to forecast the improvement of service quality level, taking into account their specific features and create solutions for control and regulation of processes and passenger traffic service quality effects. The theoretical and methodological provisions may be used in the formation, operation and improvement of the quality management system for passenger traffic services in rail transport.

  • The issue of quality of services, in particular transport, is traditionally relevant for economics. The materials of the article contain an overview of the works of domestic and foreign scientists and practitioners who have studied the quality of transport services, in particular, systematized the quality of transport services by their characteristics. The study showed that the most common approach is based on the number of factors that affect the quality of rail transport services and the specifics of their consideration. Application of such approach allows to allocate indicators of simple quality, difficult quality, and also integral quality of transport services. Indicators of simple quality take into account the influence of only one factor. Indicators of complex quality take into account the influence of several factors and can not always be calculated in physical units. It is proposed to distinguish the following groups of complex quality of transport services for cargo and passenger transportation, such as time spent on travel from the point of departure to the destination, ease of service, stability and reliability of transport, transportation conditions, ease of use, information, level of service, safety, cargo storage, the possibility of obtaining related services. The integral quality indicator takes into account the influence of groups of factors (indicators of complex quality) with the adjustment of their influence on the generalized quality indicator and is usually defined as a weighted average. It is noted that this approach is universal, because it can be applied by all actors in the transport services market. But, at the same time, it opens horizons for further research on the content, as well as analytical content of these quality indicators for individual transport entities in the market of transport services in order to form a system for assessing the quality of their services. Матеріали статті містять опис та умови застосування таких показників системи якості транспортної продукції, як показники простої якості, складної якості, а також інтегральної якості. Відзначено, що даний підхід є універсальним, бо може бути застосованим усіма суб’єктами ринку транспортних послуг. Водночас, підхід відкриває горизонти подальших досліджень щодо змістовного обґрунтування, а також аналітичного наповнення приведених показників якості для окремих суб’єктів перевезень на ринку транспортних послуг з метою формування системи оцінювання якості їх послуг.

    This paper aims at assessing the knowledge gap in service quality for air freight carriers. In this paper, based on the relevant literature and the operational features of air freight carriers, the service requirement attributes (SRAs) for air freight were first investigated. A Knowledge Gap Model (KGM) based on a fuzzy analytic hierarchy process (AHP) approach was then proposed to evaluate the perceived gap on those SRAs between air freight carriers and their customers (air freight forwarders). Finally, as an empirical study, the air freight carriers and air freight forwarders in Taiwan were investigated. The results indicate the top SRAs with higher gaps are: Cargo delivery perfectively, Information system supports and Adequate shipping spaces. The result provides practical information for air freight carriers to improve service quality. Further, The KGM provides a methodology for relevant studies on service quality.

    Abstract Urban mobility via public transport is currently one of the major challenges facing policymakers and residents. The increasing demand for transport, the growing number of vehicles on the road, and the improvement of road infrastructure in large cities are some of the trends that need to be addressed by government agencies and society as a whole. Public transport services should play an important role, providing high quality services for users, being more attractive to potential users, and providing an efficient use of urban space. However it is necessary to understand how users evaluate the available services by evaluating the objective and subjective aspects involved in the perception of service quality. The present study aims to develop a multi-criteria model to assess urban public transport, with an approach centered on user perceptions. Through the use of multi-criteria evaluation, it is possible to identify the objective and subjective factors that determine a user’s opinion of the service, enabling improvements. The study is applied in a specific transport system, the Integrated Public Transport System (SIT), implemented in Florianopolis and other Brazilian cities.

    Results from a survey of international bus rapid transit (BRT) systems reveal a wide range of technology options for implementing a BRT system. Eight BRT systems (seven existing and one under development) in North and South America demonstrate innovative applications of five bus technology components—vehicles, guideways and stations, control systems (dispatching and signaling), fare systems, and passenger information systems. These innovative applications, combined with fundamental changes in operating plans and the customer interface, provide a mode distinct from conventional bus transit. This preliminary phase of the survey found that guideway improvements are the most common strategy to move from conventional to rapid transit service. Innovations in vehicle design, control system technology, and fare system technology are also commonly used. All the surveyed systems demonstrate isolated innovation in passenger information systems technology. These technology applications were primarily directed toward improving the speed, reliability, and user-friendliness of service.

    The monograph pays attention to the problems and prospects of innovative development of the road and transport complex. In Ukraine, the road and transport complex is classified as a priority system. And taking into account its key role in the defense of the state, the need to carry out scientific developments and practical recommendations for the development of the road and transport system as a whole is becoming urgent. Factors affecting the transport infrastructure of the area and the economic consequences of their implementation have been systematized, and a system of management of the transport infrastructure has been developed. The stages of formation and implementation of entrepreneurial strategies, which determine the sustainable innovative development of road and railway transport enterprises, have been developed. The methodical approach to the development of the list of indicators of preventive anti-crisis management of the road enterprise has been improved thanks to the comprehensive consideration of the results of the study of the quantitative and qualitative composition of the indicators of the CVP analysis. The personnel management system of the motor vehicle enterprise has been formed on the basis of a holistic approach, and a methodology for assessing the effectiveness of the enterprise's personnel control was proposed, which helps to identify the weakest points in the existing control system. In order to determine the objects of innovative activity, the urgency and timeliness of the application of functional-cost analysis has been proven. In order to achieve an economic and ecological effect in defined strategy improve cars for earthy road construction works. The proposed theoretical, methodological and applied aspects of the development of the road and transport complex are of theoretical and practical interest for scientists, entrepreneurs and state administration bodies.

    Congestion has become a serious problem in the context of urban transport around the world. As more and more vehicles are being introduced into the urban streets every year, the mode share of the public transportation sector is declining at an alarming rate. Particularly in developing countries, more people have moved to personalized mode since it is becoming easily affordable and the quality of service offered by the public transit is not improving. To attract more people, the public transit should provide a high level of quality service to the passengers. One way of achieving this is by using Advanced Public Transport Systems (APTS) applications such as providing accurate real-time bus arrival information to the passengers which will improve the service reliability of the public transit. Travel time prediction has been a well-renowned topic of research for years. However, studies which were model based and incorporating dwell times at bus stops explicitly for heterogeneous traffic conditions are limited. The present study tries to explicitly incorporate the bus stop delays associated with the total travel times of the buses under heterogeneous traffic conditions. This will help in obtaining a reliable algorithm which can be adopted for bus arrival time prediction under Indian conditions.

    In developing country like Bangladesh, service quality improvement in public transportation is essential. That is why; we need strategic planning & adopting a quality management system for improving it. From the bus passengers viewpoints the public bus performance evaluate here. This paper deals with the quality improvement of the public transport system with take into consideration of the principal variables that dominance the perceived quality by users. Investigate factors that are affecting passengers perceived bus performance through an Ordered Probit Model (OPM). Take advantage of the Ordered Probt Model, data is analysed based on 297 samples raised from visibility survey with bus passengers during service testing period in Pabna to Dhaka route. The results of the study indicate that 79.79% of the respondents were male; 39.70% were aged between 20-29 years, 45.10% respondent indicated level of service as good; 50.50% respondent indicated level of service as moderate; and only 1% respondent indicated level of service of transit bus as bad. The Model (OPM) represent the quality appraisement process founded on a group of predefined variables. These variables choice is essential since they are used to explain the selection process to be modeled. In addition, the results revealed that punctuality & reliability, Seat comfort, noise level, physical appearance, frequency of bus service, seat availability and female harassment have a significant relationship with passengers satisfaction because they have a P-value smaller than α = 0.10 as the significant level is at 10% and Z-value is greater than 1.64. Attempts to improve on service quality to influence passenger’s satisfaction should be directed at those variables. The administration of Pabna city will be benefited from this strategies result consist of useful information to ensure the sustainability of the public transport system.

Çalışmanın amacı, metrobüs müşterilerinin sesini dinleyip, onların istek, ihtiyaç ve düşüncelerinin doğru bir şekilde tespit edilmesi, bu düşüncelerin metrobüs hizmet süreçlerine doğru bir şekilde entegre edilmesi, metrobüsle ulaşımdaki hizmet kalitesinin iyileştirilmesi, bu sayede metrobüs müşterilerinin memnuniyetinin arttırılması ve müşteri odaklı hareket etmektir. Çalışma kapsamında oluşturulan kalite evinde, müşteri memnuniyetinin sağlanması ve metrobüs hizmet kalitesinin arttırılması için İETT tarafından en çok önem verilmesi gereken konuların sırasıyla araç kalabalıklığı, metrobüs istasyonlarının fiziksel koşullarının elverişsiz hava şartlarına uygunluğu, istasyonların engelli vatandaşlar için uygunluğu, araçlardaki havalandırma sistemlerinin çalışır durumda olması ve İstanbul Kart'ın kolayca yüklenebilirliği olduğu görülmüştür. Kalite evi ile bu konulardaki hizmet kalitesinin iyileştirilmesi için üzerinde çalışılması gereken teknik gereksinimlerin ise hat optimizasyonu, istasyondaki kameralar, araç kapasitesi, iklimlendirme sistemleri, kapalı istasyonlar, istasyon geçiş alanları, üst ve alt geçitlerin durumu, asansör ve rampalar, otomatik satış makineleri ile bayiiler olduğu belirlenmiş ve bu teknik gereksinimler ile ilgili işletmenin ulaşmak istediği hedefler tespit edilmiştir. Bu çalışma sayesinde KFY'nin toplu ulaşım sektöründe müşteri memnuniyetini arttırmak ve kalite yönetimi için stratejik bir araç olarak kullanılabilirliği de gösterilmiştir. Quality function deployment (QFD) is a planning process and methodology that helps companies for listening voice of customer, producing new products and providing new services or improving their current products and services according to customers' requirements and requests and transforms voice of customer to technical language of company. This quality methodology has been implemented in Head Office of Istanbul Electric Tramway and Tunnel Establishments for metrobus transportation. The aim of this study is to listen voice of customer, determine customers' requests, requirements and thoughts properly, integrate these thoughts into metrobus service processes properly, improve service quality in metrobus transportation, increase customer satisfaction and act as customer-oriented. With the house of quality that has been created at the end of this study it has been seen that the most important subjects for customer satisfaction and increasing service quality of metrobus are crowdedness of vehicles, suitability of metrobus stations for bad weather conditions and people with disabilities, working of air condition systems in vehicles properly and loading money for Istanbul Card easily. Technical requirements that needs to be worked on for improving service quality about these subjects have been found as line optimization, security cameras on metrobus stations, capacity of vehicles, air-conditioning systems, closed stations, transit areas for metrobus, conditions of over passes and underpasses, elevators and disabled access ramps, vending machines and dealers for Istanbul Card. After that targets have been determined by project team to improve these technical requirements. With this study it also has been shown that quality function deployment technique can be used as a strategic tool in public transportation sector to increase customer satisfaction for quality management. 386

    Purpose. At the present stage of development of Ukraine’s economy, passenger traffic service quality management of railway enterprises became one of the main tasks to ensure their efficient operation. In terms of railway re-forms and increased competition in the transport market, the discrepancies between the technological level of traffic and the growing needs of society and the quality standards of transport services, the priority is the establishment of quality management system for passenger traffic services in rail transport. This question should be considered in the paper. Methodology. To achieve this goal and ensure a high quality level of passenger traffic services in rail trans-port, which involves a combination of approaches to the position of consumers (determination of their satisfaction) and railway enterprises (measurement of results and formation processes of service quality), the paper proposed a passenger traffic service quality management system. The proposed methodical approach to formation of the passenger traffic service quality management system in rail transport implements a principally new scheme of interaction of elements during provision of services, where the inter-related resources (human, material, financial, information), means, instruments and processes result in creation of quality transport service. Findings. The efficiency of the passenger traffic service quality management system allows detecting the dynamic of improvement of the services provided by the railway enterprises and building the system which is self-learning on the principles of continuous improvement. The paper grounded new principles of the passenger traffic quality management, which were formed on the basis of general management principles, quality management principles and railway transport management principles. Originality. The work presents the developed passenger traffic service quality management system targeted to meet the expectations of passengers from transport process while taking into account the economic interests of railway enterprises. The basis of this system is conceptual principles, namely, goal, objectives, subject, object, principles, functions and practical recommendations, which generally determine the relationship of the basic elements of the passenger traffic service quality management in rail transport. Practical value. The practical value of the obtained by the author results is that their implementation will enable railway enterprises to forecast the improvement of service quality level, taking into account their specific features and create solutions for control and regulation of processes and passenger traffic service quality effects. The theoretical and methodological provisions may be used in the formation, operation and improvement of the quality management system for passenger traffic services in rail transport.
