    Integrated land-use transport models are often accused of being too complex, too coarse or too slow. We tightly couple the microscopic land use model SILO (Simple Integrated Land Use Orchestrator) with the agent-based transport simulation model MATSim (Multi-Agent Transport Simulation). The integration of the two models is person-centric. It means, firstly, that travel demand is generated microscopically. Secondly, SILO agents can query individualized travel information to search for housing or jobs (and to choose among available modes). Consequently, travel time matrices (skim matrices) are not needed anymore. Travel time queries can be done for any time of the day (instead of for one or few time periods), any x/y coordinate (instead of a limited number of zones) and take into account properties of the individual. This way, we avoid aggregation issues (e.g., large zones that disguise local differences) and we can account for individual constraints (e.g., nighttime workers who cannot commute by public transport for lack of service). Therefore, the behavior of agents is represented realistically, which allows us to simulate their reaction to novel policies (e.g., emission-class-based vehicle restrictions) and to extract system-wide effects. The model is applied in two study areas: a toy scenario and the metropolitan region of Munich. We simulate various transport and land use policies to test the model capabilities, including public transport extensions, zones restricted for private cars and land use development regulations. The results demonstrate that the increase of the model resolution and model expressiveness facilitates the simulation of such policies and the interpretation of the results.

    The effects of neighborhood-level land use characteristics on urban travel behavior of Iranian cities are under-researched. The present paper examines such influences in a microscopic scale. In this study the role of socio-economic factors is also studies and compared to that of urban form. Two case-study neighborhoods in west of Tehran are selected and considered, first of which is a centralized and compact neighborhood and the other is a sprawled and centerless one. A Multinomial Logit Regression model is developed to consider the effects of socio-economic and land use factors on urban travel pattern. In addition, to consider the effective factors, cross-sectional comparison between the influences of local accessibility and attractiveness of the neighborhood centers of the two case-study areas are undertaken. Also the causality relationships are considered according to the findings of the survey. The findings indicate significant effects of age and household income as socio-economic factors on transportation mode choice in neighborhoods with central structure. One the other hand, no meaningful association between socio-economic or land use variables are resulted by the model for the sprawled case. The most effective land use concept in micro-scale is considered to be satisfaction of entertainment facilities of the neighborhood. Also the descriptive findings show that the centralized neighborhood that gives more local accessibility to shops and retail generates less shopping trips. In considering the causal relations, the study shows that providing neighborhood infrastructures that increase or ease the accessibility to neighborhood amenities can lead to higher shares of sustainable transportation modes like walking, biking, or public transportation use.     In recent decades, the mixing of complementary land uses has become an increasingly important goal in transportation and land use planning. Land uses mix has been shown to be an influential factor in travel behavior (mode choice and distance traveled), improved health outcomes, and neighborhood-level quality of life. However, quantifying the extent to which a given area is mixed-use has proven difficult. Much of the existing research on the mixing of land uses has focused on the presence and proportion of different uses as opposed to the extent to which they actually interact with one another. This study proposes a new measure of land use mix, a land use interaction method—which accounts for the extent to which complementary land uses adjoin one another—using only basic land use data. After mapping and analyzing the results, several statistical models are built to show the relationship between this new measure and reported travel behavior. The models presented show the usefulness of the approach by significantly improving the model fit in comparison to a commonly-used land use mix index, while controlling for socio-demographic and built form factors in three large Canadian cities (Vancouver, Toronto, and Montreal). Our results suggest that simple, area-based, measures of land use mix do not adequately capture the subtleties of land use mix. The degree to which an area shows fine-grained patterns of land use is shown to be more highly correlated with behavior outcomes than indices based solely on the proportions of land use categories.

    Governments need to assess the benefits of transport projects to prioritize investments. It is imperative for governments to have tools that can closely estimate the actual benefits and impacts of investments in significant transport projects. Traditionally, the benefits of a transport project have been estimated by using a transport model, assuming fixed land use for the base and project case in the future. However, this approach cannot measure the impact of land-use changes as residents and businesses relocate to take advantage of lower travel and/or freight costs resulting from the project. Consequently, the benefits of the project may be under or overestimated, depending on its position within the transport network and how it reshapes land use patterns in the future. To overcome this drawback in existing models, this paper firstly presents a literature review of advances in the land use transport interaction model (LUTI), then discusses the development of a LUTI model for Victoria, Australia (VLUTI) by integrating the Victorian Integrated Transport Model with a Spatial Computable General Equilibrium model (SCGE). The land use component (SCGE) was developed to represent a highly resolved zone system, detailed classifications of occupations and industries, and spatial interactions via commuting, and trade in goods and services, and thus enables VLUTI to simulate a detailed and nuanced picture of land use and transport interactions in a complete economic environment. The literature review also indicates limited research in applying a LUTI to estimate land use change benefits. This paper presents an application of VLUTI by looking at differences in the conventional transport benefits under both static and dynamic land use scenarios. In the static method, the land use in the project case is unchanged from the base case. In the dynamic case, the land use in the project case, at a future point in time, is endogenously adjusted within VLUTI. It presents a method to correct, in the dynamic case, the benefits as estimated by the rule of a half, which usually assumes static land use. The paper concludes with suggestions for further developments and improvements of VLUTI such as incorporating an activity-based transport model and an environmental model to progress toward an integrated land-use, transport, economy, and environment model capable of assessing the full impact of a transport project in a holistic way.

    This short paper reviews the range of planning issues that are currently being addressed in Britain and considers how the nature of these issues and the ways in which choices are being assessed impact the modeling approaches being adopted, in particular, by the author’s own consultancy practice. The paper briefly outlines current developments in governance and analytical requirements; implications of trends toward more detailed (and more time-consuming) transport modeling; and the role of microsimulation in both research and planning practice. It concludes primarily that the practicality of model operation, particularly in terms of model run times, is of critical importance, and in many cases, determines whether major planning decisions are made on the basis of formal analysis rooted, albeit indirectly, in research, or without such a basis at all. A secondary conclusion relates to the possible use of output from detailed microsimulation models as a basis for calibrating aggregate models.

    In the context of land use planning, Maryland has attracted significant attention at the national scale for innovative planning efforts. In 1997, Maryland passed a package of legislation collectively referred to as ‘smart growth’. Distinct from earlier regulatory state level attempts to alter development patterns in states like Oregon and Florida, this approach relied on incentives to influence development patterns. This innovative ‘inside/outside’ approach to managing growth relies on targeting state funding to encourage growth and investment in existing urbanized areas and areas planned for development (Priority Funding Areas [PFAs]) while discouraging growth and encouraging the preservation of rural areas (Rural Legacy Areas). Transportation funding for new projects or increased capacity must be directed into PFAs, constituting 85% of total funding on average from 1999 to 2008. Though the statute restricts the expenditure of state funds for transportation outside areas targeted for development, the statutes offer little explicit guidance regarding integrating transportation and land use policies. This article proposes that Smart Growth efforts could be even stronger if land-use policies were integrated more closely with transportation policies. The Maryland Statewide Transportation Model is applied to test the impact of various Smart Growth policies and transportation policies. The paper concludes that Smart Growth could have a bigger impact if transportation policies played a larger role.

    Abstract Working towards a more data-informed land use, amenities and infrastructure planning process, the Singapore Urban Redevelopment Authority (URA) harnesses big data and spatial analytics to deepen its understanding of urban activity and mobility patterns. Big travel demand datasets from public transport and ride-hailing services enable planners to observe mobility patterns at a high level of detail for large numbers of users, trips, and trip types. Since August 2018, the URA has been working with leading technology company and ride-hailing operator Grab to understand how daily commute patterns vary between existing and new transport modes, and how the volume of activities in each area evolves across different times of day. This paper describes the novel dataset and analytical techniques utilised to study the relationship between urban activity and mobility. It will also report how spatiotemporal characteristics of the urban environment, such as land use mix, location accessibility, and peak-hour travel demand, influence commutes by different modes in each area. By studying mobility over a range of travel modes, this method of analysis will provide city planners with richer insights to better assess infrastructure requirements for new developments. The findings are also useful for emerging transport providers, who can improve service delivery across short- and medium-term time scales.

    Abstract Land use and transport interaction (LUTI) plan in a sustainable urban development should achieve the highest expected utility in technical, economic, environmental and social aspects for city long term strategic planning. In fact, congestion and urban sprawl, which contributes to carbon emissions, are the most problems faced by many cities worldwide. For the high-risk cities in disaster-prone area, the strategies selected in a land-use and transport plan should not only deal with the carbon emissions problem but also it should consider the possibility of disaster occurrence. This paper presents an approach of disaster mitigation strategies integration in a land-use transport plan interaction. The approach combines the disaster mitigation with conventional land use and transport strategies in order to achieve the objectives of urban risk reduction and urban transport sustainability. The possible strategies proposed then will be presented in a case study area selected, which is called as Banda Aceh Integrated land use and transport plan (BILT). The BILT approach provide the new insight in land use and transport interaction plan by breaking the trapped within the hard shell of conventional transport strategic, regarding how to make a better long term strategic planning of a high-risk city in minimizing disaster risk and achieve carbon emission reduction simultaneously in the context of urban risk reduction urban transport sustainability.

    Abstract In this paper we present an activities–location choice model with endogenous price which simulates, based on Expected Random Utility principle, the behaviour of several agents of the urban system (e.g. the workers distinguished by income, the firms by economic sector) to estimate the spatial distribution of socio-economic activities within the study area as well as the impact of differential changes in accessibility on the dwelling price. The study area for this research is the metropolitan area of Napoli (South Italy), for which we show the results of the model estimation and the results of a “backcasting” analysis.

    Many planning support tools have recently been developed aimed at measuring and mod- elling accessibility (Accessibility Instrument or AI). The main difficulty for tool developers is designing an AI that is at the same time technically rigorous and usable in practice. Measuring accessibility is indeed a complex task, and AI outputs are difficult to communi- cate to target end-users, in particular, because these users are professionals from several disciplines with different languages and areas of expertise, such as urban geographers, spa- tial planners, transport planners, and budgeting professionals. In addition to this, AI devel- opers seem to have little awareness of the needs of AI end-users, which in turn tend to have limited ability for using these tools. Against this complex background, our research focuses on the viewpoint of AI developers, with two aims: (1) to provide insights into how AI devel- opers perceive their tools and (2) to understand how their perceptions might change after testing their AI with end-users. With this in mind, an analysis of 15 case studies was per- formed: groups of end-users tested different AI in structured workshops. Before and after the workshops, two questionnaires explored the AI developers’ perceptions on the tools and their usability. The paper demonstrates that the workshops with end-users were crit- ical for developers to appreciate the importance of specific characteristics the tool should have, namely practical relevance, flexibility, and ease of use. The study provides evidence that AI developers were prone to change their perceptions about AI after interacting directly with end-users.

    Integrated land-use transport models are often accused of being too complex, too coarse or too slow. We tightly couple the microscopic land use model SILO (Simple Integrated Land Use Orchestrator) with the agent-based transport simulation model MATSim (Multi-Agent Transport Simulation). The integration of the two models is person-centric. It means, firstly, that travel demand is generated microscopically. Secondly, SILO agents can query individualized travel information to search for housing or jobs (and to choose among available modes). Consequently, travel time matrices (skim matrices) are not needed anymore. Travel time queries can be done for any time of the day (instead of for one or few time periods), any x/y coordinate (instead of a limited number of zones) and take into account properties of the individual. This way, we avoid aggregation issues (e.g., large zones that disguise local differences) and we can account for individual constraints (e.g., nighttime workers who cannot commute by public transport for lack of service). Therefore, the behavior of agents is represented realistically, which allows us to simulate their reaction to novel policies (e.g., emission-class-based vehicle restrictions) and to extract system-wide effects. The model is applied in two study areas: a toy scenario and the metropolitan region of Munich. We simulate various transport and land use policies to test the model capabilities, including public transport extensions, zones restricted for private cars and land use development regulations. The results demonstrate that the increase of the model resolution and model expressiveness facilitates the simulation of such policies and the interpretation of the results.

    The effects of neighborhood-level land use characteristics on urban travel behavior of Iranian cities are under-researched. The present paper examines such influences in a microscopic scale. In this study the role of socio-economic factors is also studies and compared to that of urban form. Two case-study neighborhoods in west of Tehran are selected and considered, first of which is a centralized and compact neighborhood and the other is a sprawled and centerless one. A Multinomial Logit Regression model is developed to consider the effects of socio-economic and land use factors on urban travel pattern. In addition, to consider the effective factors, cross-sectional comparison between the influences of local accessibility and attractiveness of the neighborhood centers of the two case-study areas are undertaken. Also the causality relationships are considered according to the findings of the survey. The findings indicate significant effects of age and household income as socio-economic factors on transportation mode choice in neighborhoods with central structure. One the other hand, no meaningful association between socio-economic or land use variables are resulted by the model for the sprawled case. The most effective land use concept in micro-scale is considered to be satisfaction of entertainment facilities of the neighborhood. Also the descriptive findings show that the centralized neighborhood that gives more local accessibility to shops and retail generates less shopping trips. In considering the causal relations, the study shows that providing neighborhood infrastructures that increase or ease the accessibility to neighborhood amenities can lead to higher shares of sustainable transportation modes like walking, biking, or public transportation use.     In recent decades, the mixing of complementary land uses has become an increasingly important goal in transportation and land use planning. Land uses mix has been shown to be an influential factor in travel behavior (mode choice and distance traveled), improved health outcomes, and neighborhood-level quality of life. However, quantifying the extent to which a given area is mixed-use has proven difficult. Much of the existing research on the mixing of land uses has focused on the presence and proportion of different uses as opposed to the extent to which they actually interact with one another. This study proposes a new measure of land use mix, a land use interaction method—which accounts for the extent to which complementary land uses adjoin one another—using only basic land use data. After mapping and analyzing the results, several statistical models are built to show the relationship between this new measure and reported travel behavior. The models presented show the usefulness of the approach by significantly improving the model fit in comparison to a commonly-used land use mix index, while controlling for socio-demographic and built form factors in three large Canadian cities (Vancouver, Toronto, and Montreal). Our results suggest that simple, area-based, measures of land use mix do not adequately capture the subtleties of land use mix. The degree to which an area shows fine-grained patterns of land use is shown to be more highly correlated with behavior outcomes than indices based solely on the proportions of land use categories.

    Governments need to assess the benefits of transport projects to prioritize investments. It is imperative for governments to have tools that can closely estimate the actual benefits and impacts of investments in significant transport projects. Traditionally, the benefits of a transport project have been estimated by using a transport model, assuming fixed land use for the base and project case in the future. However, this approach cannot measure the impact of land-use changes as residents and businesses relocate to take advantage of lower travel and/or freight costs resulting from the project. Consequently, the benefits of the project may be under or overestimated, depending on its position within the transport network and how it reshapes land use patterns in the future. To overcome this drawback in existing models, this paper firstly presents a literature review of advances in the land use transport interaction model (LUTI), then discusses the development of a LUTI model for Victoria, Australia (VLUTI) by integrating the Victorian Integrated Transport Model with a Spatial Computable General Equilibrium model (SCGE). The land use component (SCGE) was developed to represent a highly resolved zone system, detailed classifications of occupations and industries, and spatial interactions via commuting, and trade in goods and services, and thus enables VLUTI to simulate a detailed and nuanced picture of land use and transport interactions in a complete economic environment. The literature review also indicates limited research in applying a LUTI to estimate land use change benefits. This paper presents an application of VLUTI by looking at differences in the conventional transport benefits under both static and dynamic land use scenarios. In the static method, the land use in the project case is unchanged from the base case. In the dynamic case, the land use in the project case, at a future point in time, is endogenously adjusted within VLUTI. It presents a method to correct, in the dynamic case, the benefits as estimated by the rule of a half, which usually assumes static land use. The paper concludes with suggestions for further developments and improvements of VLUTI such as incorporating an activity-based transport model and an environmental model to progress toward an integrated land-use, transport, economy, and environment model capable of assessing the full impact of a transport project in a holistic way.
