    This report explores two aspects of the rail transport sector - mobility, and employment--in the countries of Serbia, and Bosnia and Herzegovina from a gender perspective. It examines issues of rail transport for women both as passengers, and as sector employees. It highlights the urgency of transport decarbonization for the Western Balkan countries (WB6) in the context of the European Union’s Green Deal,2 which aims to achieve net zero greenhouse gas (GHG) emissions by 2050. This report shows that Covid-19 has decimated rail transport use at a time when global and WB6 regional efforts must dramatically increase their movement toward decarbonization. The study confirms that the pandemic has drawn people away from public transport including rail, and toward more carbon-intensive individual modes of transportation. It also makes a rarely made connection between getting more women into the transport sector and improved mobility for women. Rail services remain male-dominated across the world. The report finds clear parallels between women’s employment and mobility. Finally, while this study focuses on women and rail transport, it has the benefit of making rail more attractive for other cohorts as well, including those who primarily use private vehicles (mainly men).

    The Los Angeles, California, Metro Green Line opened for service in 1995 and was immediately branded by critics as the “line to nowhere” because it did not directly serve the central business district or any other major activity center. It was located close to the Los Angeles International Airport but did not quite reach it. The line was located close to the principal Amtrak north–south rail corridor between Los Angeles and San Diego, California, but did not quite reach that. In fact, the line was so controversial in 1995 that the television program 60 Minutes did an exposé of the Los Angeles Metro System and specifically identified the project as an example of poor planning and management. Despite these criticisms, the Metro Green Line has been surprisingly successful in attracting relatively high ridership during its first decade of operation. Average weekday boardings on the Green Line have grown from 13,600 to more than 37,000 per day. Many Green Line riders use the line as a feeder route to the heavily used Metro Blue Line, which directly serves downtown Los Angeles and Long Beach, California. This connection seems to have benefited both lines, and during the past decade, Blue Line ridership has more than doubled from 39,600 to 80,400. Further extensions of the Green Line are now being considered as a part of Los Angeles transit plans. Perceived failures of the original project are reviewed and some of the reasons for the relatively high levels of ridership growth on the line are explored. The overall theme of the paper concerns light rail transit projects that serve nontraditional markets.

    Restricted until 4 Nov. 2009. Los Angeles, like other cities, loses billions of dollars each year just because of people stuck on the region's tangled roadways. Scholars, politicians, activists and numerous overlapping government agencies each offer often-competing solutions for how to get the region moving. All the while, the solution might begin not with expensive upheavals and construction of vast new transit networks, but instead with better cooperation, education and mobilization of the surprisingly robust transit network that already exists in the metropolis. Despite an economic downturn, more than two-thirds of Los Angeles County voters chose to tax themselves to pay for Measure R, a $40 billion expansion of the region's transit system. But a debilitating state budget battle still puts transit in a precarious position across California, including Los Angeles, whose position among the world's great cities could be at risk.

    This study has two main objectives. First, the impact of vehicle cruise speed on its carbon dioxide (CO2) emission rates at speeds up to 95 mph is evaluated with field data gathered under real-world driving conditions. Second, the cycle-based CO2 emission rates for a broad range of average cycle speeds are investigated. A portable emission measurement system unit was used to measure tailpipe emissions of three light-duty gasoline vehicles and three Class 2b diesel vehicles. The vehicles were tested on a speed track 9 mi high in Pecos, Texas, while the driver followed predeveloped drive patterns. The drive patterns were used to ensure good coverage of various steady-state and transitional operational modes of the vehicles. The results show that the CO2 emissions of gasoline vehicles follow a sharply increasing pattern between 40 mph and 70 mph. At speeds higher than 70 mph, the vehicle's fuel economy tends to decrease at a small rate or to stay flat. The Class 2b diesel vehicles, in contrast, show a monotonically increasing trend for speeds higher than 40 mph. The second-by-second emission data were used to develop a series of instantaneous emission models capable of providing accurate emissions at each speed and acceleration rate. The models were applied to a series of representative drive cycles to provide distance-based average CO2 emission rates. The results indicate that the gasoline vehicles have a minimal CO2 emission interval between 55 and 65 mph. Diesel vehicles, however, seem to reach their minimum CO2 production at 55 mph and the trend increases on both sides of this optimal speed.

    When considering sustainability from a socioeconomic and environmental point, the South African public transport industry was not an integral part of such planning until the last decade. Various well-intended and well-defined public procurement and environmental regulatory policies and instruments were put in place over the years, however, they appear to be failing in achieving the goals of local job creation and alleviation of unemployment. This exploratory literature review study of various public documents, regulatory instruments, and review reports aims to evaluate current knowledge pertaining to the current level of sustainable transport from a life-cycle approach, in support of overall sustainable goals in South Africa. The research set out to assess the status of public procurement in the revitalising of public rail freight transport towards identifying areas of excellence that could be used to address under-performance in other areas. The documentary analysis found various areas where the public procurement policies within South Africa, which aims to promote local participation, are facing difficulties due to lack of access to modern technology as well as inadequate skills levels to be able to partake in the ventures. In exploring South African challenges and current solutions, the article recommends a holistic and integrated approach to provide for a sustained manufacturing and service supply stream within the local railway transport environment.

    Under a succession of reform-minded governments, the Bulgarian rail sector has achieved some ambitious targets-stable traffic volumes and hard-won financial stability that was endorsed by investor confidence during a recent bond issuance for EUR 120 million. Today, all Acquis Communautaires relevant to the rail sector have been adopted. Vertical unbundling of services separated public railway infrastructure from operation of railway transport services; the track access charges that were introduced opened market access to rail infrastructure and allowed cost recovery; and public service contracts were laid out to clarify government contributions to the sector. In addition, Bulgaria's substantial accomplishments in improving railway operating efficiency included reducing the State-owned railway company staff by 40 percent; creating a holding company structure with three legally independent subsidiaries and business lines-freight, passengers, and traction services. The various roles of the State in Bulgaria's rail industry- policymaker, regulator, owner, and client require a cultural change if Government is to optimize the balance among public policy choices, entity management constraints, and available fiscal space. Overcoming the railway industry's challenges will be difficult and should not be underestimated; the current financial crisis will appear to militate against immediate action in an investment-intensive sector such as infrastructure, but the railway industry in Bulgaria has never been better positioned to move forward. Postponing the completion phase of railway reform will not only squander future economic prospects through continued asset deterioration and loss of market share, but also lay waste to the past investments that have brought the country so far along in attaining today's railway market position and financial stability.

    Environment concerns are developing trends as the number of private vehicles in Malaysia has expanded each and every year. The needs for effective and efficient public transportation services are crucial to attract more people to use public transport, hence overcoming the issue of traffic congestion. Rail as sustainable transport capable help in a decrease of private vehicles utilized and in addition accomplish green environment. The aim of this study is to determine the factor that influences behaviour intention towards rail transportation. All the predictor variables are involves in the study. The data were collected from 384 local peoples that stay in Klang Valley through questionnaire. The sampling method used in the study is non-probability. The outcomes of this study are expected encourage people to use the rail transportation services provided in Malaysia. In this study, attributes such as services reliability, fares, safety and security will be investigated to show the relationship between this variables and the behaviour intention of passenger on choosing rail transport. Data collected were then analysed using correlation and multiple regression analysis.

    The transportation sector is a major source of air pollution worldwide, yet little is known about the effects of transportation infrastructure on air quality. This paper quantifies the effects of one major type of transportation infrastructure—urban rail transit—on air quality using the sharp discontinuity in ridership on opening day of a new rail transit system in Taipei. We find that the opening of the Metro reduced air pollution from one key tailpipe pollutant, carbon monoxide, by 5 to 15 percent. Little evidence that the opening of the Metro affected ground level ozone pollution is found however. (JEL L92, Q53, R41, R53)

    This policy note describes the state of transport and logistics in Georgia, carries out a needs assessment and identifies the main areas for improvements.The purpose of this policy note is to develop a common understanding between the Government of Georgia (GoG) and its partners of the institutional and physical challenges which face the transport and logistics sector, and of a strategy for meeting these challenges in the medium-term. The policy note identifies the key strategic directions and actions which will enable the sector to grow and improve. It intends to help the Bank and the development partners to engage with the GoG in dialogue on the critical bottlenecks and to provide the Government with advice based on the Bank’s international experience. The strategic directions outlined in this policy note require institutional reforms. This is inevitably a long term process but one which will gradually improve Georgia’s Logistics Performance Index ranking and its trade and competiveness.

    This report explores two aspects of the rail transport sector - mobility, and employment--in the countries of Serbia, and Bosnia and Herzegovina from a gender perspective. It examines issues of rail transport for women both as passengers, and as sector employees. It highlights the urgency of transport decarbonization for the Western Balkan countries (WB6) in the context of the European Union’s Green Deal,2 which aims to achieve net zero greenhouse gas (GHG) emissions by 2050. This report shows that Covid-19 has decimated rail transport use at a time when global and WB6 regional efforts must dramatically increase their movement toward decarbonization. The study confirms that the pandemic has drawn people away from public transport including rail, and toward more carbon-intensive individual modes of transportation. It also makes a rarely made connection between getting more women into the transport sector and improved mobility for women. Rail services remain male-dominated across the world. The report finds clear parallels between women’s employment and mobility. Finally, while this study focuses on women and rail transport, it has the benefit of making rail more attractive for other cohorts as well, including those who primarily use private vehicles (mainly men).

    The Los Angeles, California, Metro Green Line opened for service in 1995 and was immediately branded by critics as the “line to nowhere” because it did not directly serve the central business district or any other major activity center. It was located close to the Los Angeles International Airport but did not quite reach it. The line was located close to the principal Amtrak north–south rail corridor between Los Angeles and San Diego, California, but did not quite reach that. In fact, the line was so controversial in 1995 that the television program 60 Minutes did an exposé of the Los Angeles Metro System and specifically identified the project as an example of poor planning and management. Despite these criticisms, the Metro Green Line has been surprisingly successful in attracting relatively high ridership during its first decade of operation. Average weekday boardings on the Green Line have grown from 13,600 to more than 37,000 per day. Many Green Line riders use the line as a feeder route to the heavily used Metro Blue Line, which directly serves downtown Los Angeles and Long Beach, California. This connection seems to have benefited both lines, and during the past decade, Blue Line ridership has more than doubled from 39,600 to 80,400. Further extensions of the Green Line are now being considered as a part of Los Angeles transit plans. Perceived failures of the original project are reviewed and some of the reasons for the relatively high levels of ridership growth on the line are explored. The overall theme of the paper concerns light rail transit projects that serve nontraditional markets.

    Restricted until 4 Nov. 2009. Los Angeles, like other cities, loses billions of dollars each year just because of people stuck on the region's tangled roadways. Scholars, politicians, activists and numerous overlapping government agencies each offer often-competing solutions for how to get the region moving. All the while, the solution might begin not with expensive upheavals and construction of vast new transit networks, but instead with better cooperation, education and mobilization of the surprisingly robust transit network that already exists in the metropolis. Despite an economic downturn, more than two-thirds of Los Angeles County voters chose to tax themselves to pay for Measure R, a $40 billion expansion of the region's transit system. But a debilitating state budget battle still puts transit in a precarious position across California, including Los Angeles, whose position among the world's great cities could be at risk.

    This study has two main objectives. First, the impact of vehicle cruise speed on its carbon dioxide (CO2) emission rates at speeds up to 95 mph is evaluated with field data gathered under real-world driving conditions. Second, the cycle-based CO2 emission rates for a broad range of average cycle speeds are investigated. A portable emission measurement system unit was used to measure tailpipe emissions of three light-duty gasoline vehicles and three Class 2b diesel vehicles. The vehicles were tested on a speed track 9 mi high in Pecos, Texas, while the driver followed predeveloped drive patterns. The drive patterns were used to ensure good coverage of various steady-state and transitional operational modes of the vehicles. The results show that the CO2 emissions of gasoline vehicles follow a sharply increasing pattern between 40 mph and 70 mph. At speeds higher than 70 mph, the vehicle's fuel economy tends to decrease at a small rate or to stay flat. The Class 2b diesel vehicles, in contrast, show a monotonically increasing trend for speeds higher than 40 mph. The second-by-second emission data were used to develop a series of instantaneous emission models capable of providing accurate emissions at each speed and acceleration rate. The models were applied to a series of representative drive cycles to provide distance-based average CO2 emission rates. The results indicate that the gasoline vehicles have a minimal CO2 emission interval between 55 and 65 mph. Diesel vehicles, however, seem to reach their minimum CO2 production at 55 mph and the trend increases on both sides of this optimal speed.
