This paper treats the transport system functions in the European integration processes, correlations of transport from the economic, ecological and social aspect, contents of the transport sector harmonization – transport acquis, elements of strategic transport planning and further development projection of the Trans-European transport system.

    Transportation of cargo and people, i.e. freight and passengerflows, belongs to the inevitable destiny of the humanity. Inmodem life and overall economic international integration, therole and significance of transportation branch is multiply complex,because free circulation of goods, people, capital and information,etc. are no longer a phenomenon which only followsthe found needs, but it represents a hypothesis of the overall developmentof a certain area. In the presence of the tendency towardsglobalisation of the humanity, increasing emphasis is puton the concentration of the transportation efficiency at certaintraffic corridors defined by favourable geographic and otherconditions for creating optima/traffic system. Defining of certaintraffic corridors is mainly carried out on the basis of trafficand transit conditions of the considered region (usually a country),as well as its physical infrastructure connections with theneighbouring communities.This logically leads to the following questions: Will croatia,when, in which way and to what extent, succeed in securing herplace in the traffic network of the 21st century europe?!The discussion regarding possible answers to these questionsis in fact the main topic of this paper.

    The EU transport policy supports the development of the motorways of the sea (MOS) network as a priority axis of the Trans European Transport Network (TEN-T). In the general context of the EU transport policy and legislation, the Italian national authorities recognise the specific role of motorways of the sea links as one of the strategic action areas that can facilitate the mobility of freight. In this paper, the state of the art regarding the implementation of the MOS program in Italy is illustrated, with special regard to the services now in operation and the specific transport policy initiatives promoted by the Italian national authorities. Following the “Piano Generale della Mobilità”, published by the Italian Ministry of Transport in 2007, ports, together with airports and railway terminals, are included in the list of the so-called “international doors”, which are considered to be the most important nodes of the Italian transport network as a whole. The “Piano Generale della Mobilità” aims to encourage the development of synergies and to increase the level of integration between lo-lo and ro-ro services, which deploy more or less the same amount of capacity. In 2002 the Italian government promoted the so-called “Ecobonus” initiative. In 2004 it set up a new government-controlled company, Rete Autostrade Mediterranee (R.A.M.), with the specific task to support and co-ordinate actions for the development of motorways of the sea services at the national and European level. The Ecobonus is an incentive that the Italian national authorities offer to the trucking community in order to shift traffic volumes from road to motorways of the sea routes involving Italian ports. The Ecobonus accounts for up to 30% of the price of the ticket and it is offered to those truckers who opt for the sea instead of the road, with a particular premium for truckers who reach a high number of trips/year (1600). This kind of premium aims also to enhance the pooling of small operators. Both national and EU routes to be promoted through the ecobonus initiative are identified by the Italian Law. In this work, for each Italian domestic and international scheduled MOS route, the operator, the weekly frequency, the average travel time, the sea distance and the price have been identified and reported. Nowadays, traffic volumes on Italian MOS represent 5% of the total freight traffic volumes served by the Italian inland motorway system and an amount of 8% is the target-value expected for year 2011. A total amount of 460 return trips on 79 routes are operated by 39 companies. The average route length and the average speed are equal to 536 km and 34 km/h respectively. The most important operator that serves Italian ports with MOS lines is Grimaldi Group Napoli, which accounts for the 13% of the services in km per week. 24 Italian ports offer motorways of the sea services and Genoa, Ancona and Civitavecchia ports are the top three for km per week of scheduled MOS services. The price-distance functions for MOS services to/from Italian ports have been calculated, for a full-load 16-metre-long truck. The price rises, as travel distance increases. Nevertheleses, distance explains only a part of the variance of price with respect to a linear relationship between price and route length and actually prices strongly depend on the particular shipping company that operates the line. It can be noted that, actually, no Italian domestic continental motorways of the sea line is in operation yet, despite the Italian peninsula is characterised by two quite long “natural” motorways of the sea corridors like the Tyrrhenian and Adriatic Seas. Indeed, MOS will effectively succeed to determine a modal shift towards waterway transport, only if they provide services whose quality and competitiveness are comparable to road transport. Both the efficiency of ports and the cruise speed are crucial elements for MOS lines to compete against road-only transport.

    By integrating all means of transport – from railways, airports, sea and river ports, inland waterways, to roadways, intermodal transport is imposed as a necessity, especially when considering the exceptional geographical and geopolitical position of Croatia. The importance of transportation for the overall development of the Republic of Croatia is unquestionable, therefore it is very important for Croatia to continue developing its politics of transportation within the European Union, in such a way that the corridors passing through Croatia are further developed within the European transport network, so that Croatia might use the European funds intended for the construction and modernization of the European transport network. Integrirajući sve vrste prijevoza - od željeznica, zračnih luka, morskih i riječnih luka, unutarnjih plovnih putova, te cesta, intermodalni se transport nameće kao nužnost, osobito kad se uzme u obzir izniman geografski i geoprometni položaj Hrvatske. Neupitan je značaj prometa za ukupni razvoj Republike Hrvatske, stoga je vrlo važno da Hrvatska svoju prometnu politiku dalje razvija u okvirima Europske Unije, i to na način da se koridori koji prolaze kroz Hrvatsku i dalje razvijaju u okvirima europske prometne mreže, kako bi Hrvatska mogla koristiti fondove iz Europske Unije predviđene za izgradnju i modernizaciju europske prometne mreže.

    „Green corridors‟ is a concept introduced by the European Commission to enhance the provision of sustainable freight transport logistics services by concentrating freight traffic between major hubs and by relatively long distances. SuperGreen, a Coordination and Support Action aiming at further defining this concept, identified the characteristics that distinguish a green corridor from an otherwise efficient one. The main thesis of this paper is that the „core network corridors‟ of the new TEN-T guidelines exhibit all these qualities and the vision of a green corridor network in Europe is close to reality. To support this thesis, and in continuation of the work of SuperGreen, the paper examines the proposed new „guidelines‟ for the development of the TEN-T after presenting a brief history of transport network development in Europe.

    The European Union through its new traffic policy aims to transform European roads into an integrated transport network covering all Member States. Through a basic and comprehensive transport network, the aim is to provide better accessibility and mobility by encouraging economic, social and territorial development. With water traffic, the emphasis is on the development of the railway network as an energy and environmentally efficient system. The main transport network is based on nine traffic corridors. Through the Republic of Croatia, two corridors of the main transport network pass through: the Mediterranean and the Rajna - Dunav. This gives the Republic of Croatia the opportunity to modernize the roads on these corridors using financial resources from European funds. The first phase of the realization of the modernization of the railway network in the Mediterranean corridor is under way, on the part of Dugo Selo - Križevci. Development of documentation for the modernization of other shares in the corridor is in progress. With the completion of the entire modernization of the railway line on the mentioned corridor, the Republic of Croatia, due to its favorable geogeopolitical position, should become an important factor in the European transport system. Europska unija kroz novu prometnu politiku ima za cilj transformaciju europskih prometnica u integriranu prometnu mrežu koja obuhvaća sve države članice. Kroz osnovnu i sveobuhvatnu transportnu prometnu mrežu nastoji se pružiti bolja dostupnost i mobilnost kojom se potiče gospodarski, socijalni i teritorijalni razvoj. Uz vodni promet, naglasak se daje na razvoj željezničke mreže kao energetski i ekološki učinkovitog sustava. Osnovna prometna mreža utemeljena je na devet prometnih koridora. Kroz Republiku Hrvatsku prolaze dva koridora osnovne prometne mreže: Mediteranski i Rajna – Dunav. Time je Republici Hrvatskoj dana mogućnost modernizacije prometnica na tim koridorima korištenjem financijskih sredstava iz europskih fondova. U tijeku je prva faza realizacije modernizacije željezničke mreže na Mediteranskom koridoru i to na dionici Dugo Selo – Križevci. U tijeku je izrada dokumentacije za modernizaciju ostalih dionica na koridoru. Završetkom cijelog projekta modernizacije pruge na navedenom koridoru, Republika Hrvatska zbog svog povoljnog geoprometnog položaja trebala bi postati važan čimbenik u prometnom sustavu Europske unije.

    Integration of the Kosovo road network in the Pan-European network, means, first of all, to establish a road system and infrastructure that is in accordance with the requirements and standards of Pan-European road networks, and secondly, to use / promote the geographical position of the Kosovo main road network, making it able to meet the requirements of Pan-European road networks. Beside the fulfillment of the constructive/ technical / geometrical requirements towards the road infrastructure, the road transport network needs to guarantee to its users a high, uniform and continuous level of services, as well as road commodity and safety. In this thesis, there is also treated the position of the Kosovo road network, the main road directions of Kosovo and its compatibility with the needs of the Pan-European connection, the roads and corridors of the Balkans in context to the Pan-European corridors. In the continuation of the thesis, through the Software Trans CAD, there is conducted the analysis and the modeling of the Kosovo and Balkan road network, the analysis of the best connection and the shortest roads of Balkan countries. The identification of obstruction and the presentation of possibilities for the orientation of the flux of goods in a shorter road, in the function of reduced transport costs.     Transportation of cargo and people, i.e. freight and passengerflows, belongs to the inevitable destiny of the humanity. Inmodem life and overall economic international integration, therole and significance of transportation branch is multiply complex,because free circulation of goods, people, capital and information,etc. are no longer a phenomenon which only followsthe found needs, but it represents a hypothesis of the overall developmentof a certain area. In the presence of the tendency towardsglobalisation of the humanity, increasing emphasis is puton the concentration of the transportation efficiency at certaintraffic corridors defined by favourable geographic and otherconditions for creating optima/traffic system. Defining of certaintraffic corridors is mainly carried out on the basis of trafficand transit conditions of the considered region (usually a country),as well as its physical infrastructure connections with theneighbouring communities.This logically leads to the following questions: Will croatia,when, in which way and to what extent, succeed in securing herplace in the traffic network of the 21st century europe?!The discussion regarding possible answers to these questionsis in fact the main topic of this paper.

    The EU transport policy supports the development of the motorways of the sea (MOS) network as a priority axis of the Trans European Transport Network (TEN-T). In the general context of the EU transport policy and legislation, the Italian national authorities recognise the specific role of motorways of the sea links as one of the strategic action areas that can facilitate the mobility of freight. In this paper, the state of the art regarding the implementation of the MOS program in Italy is illustrated, with special regard to the services now in operation and the specific transport policy initiatives promoted by the Italian national authorities. Following the “Piano Generale della Mobilità”, published by the Italian Ministry of Transport in 2007, ports, together with airports and railway terminals, are included in the list of the so-called “international doors”, which are considered to be the most important nodes of the Italian transport network as a whole. The “Piano Generale della Mobilità” aims to encourage the development of synergies and to increase the level of integration between lo-lo and ro-ro services, which deploy more or less the same amount of capacity. In 2002 the Italian government promoted the so-called “Ecobonus” initiative. In 2004 it set up a new government-controlled company, Rete Autostrade Mediterranee (R.A.M.), with the specific task to support and co-ordinate actions for the development of motorways of the sea services at the national and European level. The Ecobonus is an incentive that the Italian national authorities offer to the trucking community in order to shift traffic volumes from road to motorways of the sea routes involving Italian ports. The Ecobonus accounts for up to 30% of the price of the ticket and it is offered to those truckers who opt for the sea instead of the road, with a particular premium for truckers who reach a high number of trips/year (1600). This kind of premium aims also to enhance the pooling of small operators. Both national and EU routes to be promoted through the ecobonus initiative are identified by the Italian Law. In this work, for each Italian domestic and international scheduled MOS route, the operator, the weekly frequency, the average travel time, the sea distance and the price have been identified and reported. Nowadays, traffic volumes on Italian MOS represent 5% of the total freight traffic volumes served by the Italian inland motorway system and an amount of 8% is the target-value expected for year 2011. A total amount of 460 return trips on 79 routes are operated by 39 companies. The average route length and the average speed are equal to 536 km and 34 km/h respectively. The most important operator that serves Italian ports with MOS lines is Grimaldi Group Napoli, which accounts for the 13% of the services in km per week. 24 Italian ports offer motorways of the sea services and Genoa, Ancona and Civitavecchia ports are the top three for km per week of scheduled MOS services. The price-distance functions for MOS services to/from Italian ports have been calculated, for a full-load 16-metre-long truck. The price rises, as travel distance increases. Nevertheleses, distance explains only a part of the variance of price with respect to a linear relationship between price and route length and actually prices strongly depend on the particular shipping company that operates the line. It can be noted that, actually, no Italian domestic continental motorways of the sea line is in operation yet, despite the Italian peninsula is characterised by two quite long “natural” motorways of the sea corridors like the Tyrrhenian and Adriatic Seas. Indeed, MOS will effectively succeed to determine a modal shift towards waterway transport, only if they provide services whose quality and competitiveness are comparable to road transport. Both the efficiency of ports and the cruise speed are crucial elements for MOS lines to compete against road-only transport.

This article is devoted to the analysis of the role of rail transport in the activities of the EU. Attention is focused on the need to implement the project of the trans-European transport network, where railway transport is one of the key links. Moreover, the work considers the legislative part of this issue.

    By integrating all means of transport – from railways, airports, sea and river ports, inland waterways, to roadways, intermodal transport is imposed as a necessity, especially when considering the exceptional geographical and geopolitical position of Croatia. The importance of transportation for the overall development of the Republic of Croatia is unquestionable, therefore it is very important for Croatia to continue developing its politics of transportation within the European Union, in such a way that the corridors passing through Croatia are further developed within the European transport network, so that Croatia might use the European funds intended for the construction and modernization of the European transport network. Integrirajući sve vrste prijevoza - od željeznica, zračnih luka, morskih i riječnih luka, unutarnjih plovnih putova, te cesta, intermodalni se transport nameće kao nužnost, osobito kad se uzme u obzir izniman geografski i geoprometni položaj Hrvatske. Neupitan je značaj prometa za ukupni razvoj Republike Hrvatske, stoga je vrlo važno da Hrvatska svoju prometnu politiku dalje razvija u okvirima Europske Unije, i to na način da se koridori koji prolaze kroz Hrvatsku i dalje razvijaju u okvirima europske prometne mreže, kako bi Hrvatska mogla koristiti fondove iz Europske Unije predviđene za izgradnju i modernizaciju europske prometne mreže.

    „Green corridors‟ is a concept introduced by the European Commission to enhance the provision of sustainable freight transport logistics services by concentrating freight traffic between major hubs and by relatively long distances. SuperGreen, a Coordination and Support Action aiming at further defining this concept, identified the characteristics that distinguish a green corridor from an otherwise efficient one. The main thesis of this paper is that the „core network corridors‟ of the new TEN-T guidelines exhibit all these qualities and the vision of a green corridor network in Europe is close to reality. To support this thesis, and in continuation of the work of SuperGreen, the paper examines the proposed new „guidelines‟ for the development of the TEN-T after presenting a brief history of transport network development in Europe.
